SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/5-5.8c new

    Amends the Illinois Public Aid Code. Provides that the Department of Public Aid shall provide nursing home employee scholarships (to be added to a nursing home's regular Medicaid reimbursement rate) to each nursing home reimbursed under the Medicaid program. Provides that the purpose of the scholarships is to lead to career advancement or to provide job-related training in English as a second language. Provides for such scholarships at the rate of $0.25 per bed for the period from July 1, 2005 through June 30, 2006; provides for such scholarships calculated according to various factors after June 30, 2006.

1     AN ACT concerning public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 5-5.8c as follows:
 
6     (305 ILCS 5/5-5.8c new)
7     Sec. 5-5.8c. Nursing homes; employee scholarships.
8     (a) For the period beginning July 1, 2005, and ending June
9 30, 2006, the Department of Public Aid shall provide to each
10 nursing facility reimbursed under this Article a scholarship
11 per diem of $0.25 per bed to the facility's total operating
12 payment rate. The facility must use the scholarship per diem
13 for the following purposes:
14         (1) For employee scholarships that satisfy the
15     following requirements:
16             (A) The scholarships are available to all
17         employees of the facility who work an average of at
18         least 20 hours per week at the facility, except the
19         administrator, department supervisors, and registered
20         nurses;
21             (B) The course of study is expected to lead to
22         career advancement with the facility or in long-term
23         care, including medical care interpreter services and
24         social work.
25         (2) To provide job-related training in English as a
26     second language.
27     (b) A facility receiving a rate adjustment under this
28     Section may submit to the Department of Public Aid, on a
29     schedule determined by the Department and on a form supplied by
30     the Department, a calculation of the scholarship per diem,
31     including the following:
32         (1) The amount received from this rate adjustment.

1         (2) The amount used for training in English as a second
2     language.
3         (3) The number of persons receiving the training.
4         (4) The name of the person or entity providing the
5     training.
6         (5) For each scholarship recipient, the name of the
7     recipient, the amount awarded, the educational institution
8     attended, the nature of the educational program, the
9     program completion date, and a determination of the per
10     diem amount of these costs based on actual resident days.
11     (c) On July 1, 2006, the Department of Public Aid shall
12     remove the $0.25 scholarship per diem from the total operating
13     payment rate of each facility.
14     (d) For rate years beginning after June 30, 2005, the
15     Department of Public Aid shall provide to each facility the
16     scholarship per diem determined in accordance with subsection
17     (b). In calculating the per diem under subsection (b), the
18     Department shall allow only costs related to tuition and direct
19     educational expenses.
