1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||||||||
4 | Section 5. The School Code is amended by changing Sections | ||||||||||||||||||||||||||||||
5 | 27-22, 27-22.05, and 27-22.3 as follows:

7 | Sec. 27-22. Prerequisites for high school diploma
Required | ||||||||||||||||||||||||||||||
8 | high school courses .
| ||||||||||||||||||||||||||||||
9 | (a) As a prerequisite to receiving
a high school diploma, | ||||||||||||||||||||||||||||||
10 | each pupil entering the 9th grade in 1984-1985 and
subsequent | ||||||||||||||||||||||||||||||
11 | years must, in addition to other course requirements,
| ||||||||||||||||||||||||||||||
12 | successfully complete the following courses:
| ||||||||||||||||||||||||||||||
13 | 1. three years of language arts;
| ||||||||||||||||||||||||||||||
14 | 2. two years of mathematics, one of which may be | ||||||||||||||||||||||||||||||
15 | related to computer
technology;
| ||||||||||||||||||||||||||||||
16 | 3. one year of science;
| ||||||||||||||||||||||||||||||
17 | 4. two years of social studies, of which at least one | ||||||||||||||||||||||||||||||
18 | year must be history
of the United States or a combination | ||||||||||||||||||||||||||||||
19 | of history of the United States and
American government; | ||||||||||||||||||||||||||||||
20 | and
| ||||||||||||||||||||||||||||||
21 | 5. One year chosen from (A) music, (B) art, (C) foreign | ||||||||||||||||||||||||||||||
22 | language,
which shall be deemed to include American Sign | ||||||||||||||||||||||||||||||
23 | Language or (D)
vocational education.

24 | This amendatory Act of 1983 does not apply to pupils | ||||||||||||||||||||||||||||||
25 | entering the 9th grade
in 1983-1984 school year and prior | ||||||||||||||||||||||||||||||
26 | school years or to students
with disabilities whose course of | ||||||||||||||||||||||||||||||
27 | study is determined by an individualized
education program.

28 | The provisions of this subsection (a)
Section are subject | ||||||||||||||||||||||||||||||
29 | to the provisions of Section
27-22.05.
| ||||||||||||||||||||||||||||||
30 | (b) As a prerequisite to receiving a high school diploma, | ||||||||||||||||||||||||||||||
31 | each student entering the 9th grade in the 2005-2006 school | ||||||||||||||||||||||||||||||
32 | year or a subsequent school years must perform 40 hours of |

1 | community service, unless the student is exempted by the school | ||||||
2 | board. In accordance with guidelines established by the State | ||||||
3 | Board of Education or its successor, each school board shall | ||||||
4 | determine what constitutes 40 hours of community service, which | ||||||
5 | may be incorporated into classroom instruction, and the | ||||||
6 | criteria for exempting a student from the community service | ||||||
7 | requirement. Criteria for exempting students shall include | ||||||
8 | without limitation consideration for students who have to work, | ||||||
9 | students with disabilities, students who experience family | ||||||
10 | illness, and students with child-rearing responsibilities that | ||||||
11 | prohibit them from fulfilling the community service | ||||||
12 | requirement. A student granted an exemption must complete an | ||||||
13 | alternative assignment, as defined by the school board.

16 | Sec. 27-22.3. Volunteer service credit program.
| ||||||
17 | (a) A school district may establish a volunteer service | ||||||
18 | credit program
that enables secondary school students to earn | ||||||
19 | credit towards graduation
through performance of community | ||||||
20 | service. This community service may include
participation in | ||||||
21 | the organization of a high school or community blood drive or
| ||||||
22 | other blood donor
recruitment campaign. Any program so | ||||||
23 | established shall
begin with students entering grade 9 in the | ||||||
24 | 1993-1994 school year or
later. The amount of credit given for | ||||||
25 | program participation shall not
exceed that given for | ||||||
26 | completion of one semester of language arts, math,
science or | ||||||
27 | social studies.
| ||||||
28 | (b) Any community service performed as part of a course for | ||||||
29 | which credit
is given towards graduation shall not qualify | ||||||
30 | under a volunteer service
credit program. Any service for which | ||||||
31 | a student is paid shall not qualify
under a volunteer service | ||||||
32 | credit program. Any community work assigned as a
disciplinary | ||||||
33 | measure shall not qualify under a volunteer service credit
| ||||||
34 | program. Community service performed as part of the | ||||||
35 | prerequisite to receiving a high school diploma under |
| |||||||
| |||||||
1 | subsection (b) of Section 27-22 of this Code qualifies under a | ||||||
2 | volunteer service credit program if the community service | ||||||
3 | otherwise qualifies under this subsection (b).
| ||||||
4 | (c) School districts that establish volunteer service | ||||||
5 | credit programs
shall establish any necessary rules, | ||||||
6 | regulations and procedures.

| ||||||
9 | Sec. 27-22.05. Required course substitute. Notwithstanding | ||||||
10 | any other
provision of this Article or this Code except | ||||||
11 | subsection (b) of Section 27-22 , a school board that maintains | ||||||
12 | any of
grades 9 through 12 is authorized to adopt a policy | ||||||
13 | under which
a student who is enrolled in any of those grades
| ||||||
14 | may satisfy one or more high school course or graduation | ||||||
15 | requirements,
including but not limited to any requirements | ||||||
16 | under Section
Sections 27-6 and subsection (a) of Section
| ||||||
17 | 27-22, by
substituting for and successfully completing in place | ||||||
18 | of the high school course
or graduation requirement a related | ||||||
19 | vocational or technical education course.
A vocational or | ||||||
20 | technical education course shall not qualify as a related
| ||||||
21 | vocational or technical education course within the meaning of | ||||||
22 | this Section
unless it contains at least 50% of the content of | ||||||
23 | the required course or
graduation requirement for which it is | ||||||
24 | substituted, as determined by the State
Board of Education in | ||||||
25 | accordance with standards that it shall adopt and
uniformly | ||||||
26 | apply for purposes of this Section. No vocational or technical
| ||||||
27 | education course may be substituted for a required course or | ||||||
28 | graduation
requirement under any policy adopted by a school | ||||||
29 | board as authorized in this
Section unless the pupil's parent | ||||||
30 | or guardian first
requests the substitution and approves it in | ||||||
31 | writing on forms that the school
district makes available for | ||||||
32 | purposes of this Section.

34 | Section 90. The State Mandates Act is amended by adding |

| |||||||
1 | Section 8.28 as
follows:
| ||||||
2 | (30 ILCS 805/8.28 new)
| ||||||
3 | Sec. 8.28. Exempt mandate. Notwithstanding Sections 6 and 8 | ||||||
4 | of this
Act, no reimbursement by the State is required for the | ||||||
5 | implementation of
any mandate created by this amendatory Act of | ||||||
6 | the 93rd General Assembly.
