Amends the Illinois Health Facilities Planning Act. Provides that if a hospital reduces any service it offers by 50% or more according to rules adopted by the Illinois Health Facilities Planning Board, then within 30 days after reducing the service, the hospital must give written notice of the reduction in service to the Board, the Department of Public Health, and the State Senator and 2 State Representatives serving the legislative district in which the hospital is located. Requires the Board to adopt rules to implement these provisions, subject to appropriations.

| AN ACT concerning health facilities.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Health Facilities Planning Act is |
5 |
| amended by adding Section 12.4 as follows: |
6 |
| (20 ILCS 3960/12.4 new)
|

| Sec. 12.4. Hospital reduction in service; notice. If a |
8 |
| hospital reduces any service it offers by 50% or more according |
9 |
| to rules adopted by the State Board, then within 30 days after |
10 |
| reducing the service, the hospital must give written notice of |
11 |
| the reduction in service to the State Board, the Department of |
12 |
| Public Health, and the State Senator and 2 State |
13 |
| Representatives serving the legislative district in which the |
14 |
| hospital is located. The State Board shall adopt rules to |
15 |
| implement this Section, subject to appropriations, including |
16 |
| rules that specify what constitutes a reduction in service of |
17 |
| 50% or more.
