Creates the Labor Organization Educational Requirements Act. Provides that a labor organization must not exclude from membership any person who was an active member on or before the effective date of this amendatory Act of the 93rd General Assembly, for the sole reason that the person does not have a high school diploma or a certificate of general educational development (GED). Effective immediately.

| AN ACT concerning exclusion from labor organization |

| membership.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the Labor |
6 |
| Organization Educational Requirements Act. |
7 |
| Section 5. Certain exclusions prohibited. A labor |
8 |
| organization must not exclude from membership any person who |
9 |
| was an active member on or before the effective date of this |
10 |
| amendatory Act of the 93rd General Assembly, for the sole |
11 |
| reason that the person does not have a high school diploma or a |
12 |
| certificate of general educational development (GED). This |
13 |
| does not prohibit a labor organization from imposing otherwise |
14 |
| lawful educational requirements for admission to membership on |
15 |
| persons who apply for membership after that effective date.

| Section 99. Effective date. This Act takes effect upon |
17 |
| becoming law.
