    AN ACT concerning appropriations.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

The amount of $500,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Commerce and Economic Opportunity for the purpose of a grant to the City of East St. Louis for a feasibility study for the Old Man River City Project.

Section 99. Effective date. This Act takes effect July 1, 2004.
