SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-107 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to consult with the Illinois Association of Public Health Administrators and the Northern Illinois Public Health Consortium with regard to the allocation of the annual appropriation for local health protection grants for FY 05. Requires the Department to revise the methodology governing the purpose and distribution of local health protection grants. Effective July 1, 2004.

1     AN ACT concerning public health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-107 as follows:
 
7     (20 ILCS 2310/2310-107 new)
8     Sec. 2310-107. Local health protection grants; revised
9 methodology.
10     (a) The Department shall consult with the Illinois
11 Association of Public Health Administrators and the Northern
12 Illinois Public Health Consortium with regard to the allocation
13 of the annual appropriation for the ordinary and contingent
14 expenses of the Department for the purpose of local health
15 protection grants for the fiscal year beginning July 1, 2004.
16     (b) The Department shall revise the methodology adopted by
17 administrative rule governing the purpose and distribution of
18 local health protection grants, taking into consideration the
19 health department's capacity to deliver the 10 essential public
20 health services established by the Centers for Disease Control
21 and Prevention (CDC). The revised methodology shall be
22 published in the Illinois Register as a proposed rule on a
23 timely basis so that the rule will be adopted and effective on
24 July 1, 2004.
 
25     Section 99. Effective date. This Act takes effect on July
26 1, 2004.
