Amends the Illinois Public Labor Relations Act. Provides that submission of
all disciplinary matters to the grievance and arbitration procedure is a
mandatory subject of bargaining notwithstanding the existence of any other

| AN ACT concerning labor relations.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|
4 |
| Section 5. The Illinois Public Labor Relations Act is |
5 |
| amended by changing
Section 8 as follows:
|

| (5 ILCS 315/8) (from Ch. 48, par. 1608)

| Sec. 8. Grievance Procedure. The collective bargaining |
8 |
| agreement negotiated
between the employer and the exclusive |
9 |
| representative shall contain a grievance
resolution procedure |
10 |
| which shall apply to all employees in the bargaining
unit and |
11 |
| shall provide for final and binding arbitration of disputes |
12 |
| concerning
the administration or interpretation of the |
13 |
| agreement unless mutually agreed
otherwise. Any agreement |
14 |
| containing a final and binding arbitration provision
shall also |
15 |
| contain a provision prohibiting strikes for the duration of the
|
16 |
| agreement. The grievance and
arbitration provisions of any |
17 |
| collective bargaining agreement shall be subject
to the |
18 |
| Illinois "Uniform Arbitration Act". The costs of such |
19 |
| arbitration
shall be borne equally by the employer and the |
20 |
| employee organization. The
submission of all disciplinary |
21 |
| matters to the grievance and arbitration
procedure is a |
22 |
| mandatory subject of bargaining notwithstanding the existence |
23 |
| of
any other applicable statute.
