Amends the Election Code. With respect to the general election, provides that a candidate selected by a political party to fill a vacancy in nomination for an office for which another political party's nominee was unopposed at the primary must circulate and file a nominating petition for that office. Requires the State Board of Elections to adopt implementing rules, including circulating periods and objection procedures.

| AN ACT concerning elections.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Election Code is amended by adding Section |
5 |
| 7-61.1 as follows: |

| (10 ILCS 5/7-61.1 new) |
7 |
| Sec. 7-61.1. Filling certain vacancies in nomination. |
8 |
| Notwithstanding any other provision of this Code, a candidate |
9 |
| selected by a political party to fill a vacancy in nomination |
10 |
| on the general election ballot for an office for which another |
11 |
| political party's nominee was unopposed at the general primary |
12 |
| election must circulate and file with the election authority a |
13 |
| petition of nomination in the form and containing the number of |
14 |
| signatures prescribed in this Article for petitions of |
15 |
| nomination for that office. |

| The State Board of Elections shall adopt rules for the |
17 |
| implementation of this Section, including but not limited to |
18 |
| establishment of petition circulating periods and petition |
19 |
| objection procedures.
