SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-663 new

    Amends the Illinois Vehicle Code. Provides for the issuance of Labor Union license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plates shall be charged a fee of $15 at original issuance and $2 at renewal. Provides that the additional original issuance fee and the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that any of the plates manufactured after January 1, 2006 must be manufactured in the United States and, if a suitable manufacturing facility is available in this State, must be manufactured in this State.

1     AN ACT regarding vehicles.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by adding
5 Section 3-663 as follows:
 
6     (625 ILCS 5/3-663 new)
7     Sec. 3-663. Labor Union license plates.
8     (a) The Secretary, upon receipt of all applicable fees and
9 applications made in the form prescribed by the Secretary, may
10 issue special registration plates designated as Labor Union
11 license plates.
12     The special plates issued under this Section shall be
13 affixed only to passenger vehicles of the first division or
14 motor vehicles of the second division weighing not more than
15 8,000 pounds.
16     Plates issued under this Section shall expire according to
17 the multi-year procedure established by Section 3-414.1 of this
18 Code.
19     (b) The design and color of the special plates shall be
20 wholly within the discretion of the Secretary. Appropriate
21 documentation, as determined by the Secretary, shall accompany
22 each application.
23     (c) An applicant for the special plate shall be charged a
24 $15 fee for original issuance in addition to the appropriate
25 registration fee. This fee shall be deposited into the
26 Secretary of State Special License Plate Fund, to be used by
27 the Secretary to help defray the administrative processing
28 costs.
29     For each registration renewal period, a $2 fee shall be
30 deposited into the Secretary of State Special License Plate
31 Fund.
32     (d) Any license plate manufactured on or after January 1,

1 2006 and issued under this Section must:
2         (1) be manufactured in the United States; and
3         (2) if a suitable manufacturing facility is available
4     in this State, be manufactured in this State.
