SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/11-1003   from Ch. 95 1/2, par. 11-1003

    Amends the Illinois Vehicle Code. Provides that a violation of the provision regarding pedestrians crossing a roadway at any point other than a crosswalk is a petty offense and is punishable by a fine of $50, if the violation occurred in a business district, or a fine of $25, if the violation did not occur in a business district.

1     AN ACT concerning vehicles.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Section 11-1003 as follows:
 
6     (625 ILCS 5/11-1003)  (from Ch. 95 1/2, par. 11-1003)
7     Sec. 11-1003. Crossing at other than crosswalks.
8     (a) Every pedestrian crossing a roadway at any point other
9 than within a marked crosswalk or within an unmarked crosswalk
10 at an intersection shall yield the right-of-way to all vehicles
11 upon the roadway.
12     (b) Any pedestrian crossing a roadway at a point where a
13 pedestrian tunnel or overhead pedestrian crossing has been
14 provided shall yield the right-of-way to all vehicles upon the
15 roadway.
16     (c) Between adjacent intersections at which
17 traffic-control signals are in operation pedestrians shall not
18 cross at any place except in a marked crosswalk.
19     (d) No pedestrian shall cross a roadway intersection
20 diagonally unless authorized by official traffic-control
21 devices; and, when authorized to cross diagonally, pedestrians
22 shall cross only in accordance with the official
23 traffic-control devices pertaining to such crossing movements.
24     (e) Pedestrians with disabilities may cross a roadway at
25 any point other than within a marked crosswalk or within an
26 unmarked crosswalk where the intersection is physically
27 inaccessible to them but they shall yield the right-of-way to
28 all vehicles upon the roadway.
29     (f) A violation of this Section is a petty offense and is
30 punishable by:
31         (1) a fine of $50 if the violation occurred in a
32     business district; or

2     business district.
