SYNOPSIS AS INTRODUCED:
Makes appropriations for Fiscal Year 2005 from the General Revenue Fund to the Department of Public Health for AIDS/HIV education, services, counseling, testing, referral, and partner notification. Provides that FY05 funding shall be at least $6,000,000 more than FY04 funding. Effective on July 1, 2004.

AN ACT making appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The amount of $18,508,600, or so much of that amount as may be necessary, reduced by any other amounts that may be appropriated for these purposes for the fiscal year beginning July 1, 2004, but not reduced by more than $12,508,600, is appropriated for the fiscal year beginning July 1, 2004 from the General Revenue Fund to the Department of Public Health for expenses of programs related to Acquired Immunodeficiency Syndrome (AIDS) and Human Immunodeficiency Virus (HIV): for Expenses of AIDS/HIV Education, Services, Counseling, Testing, Referral and Partner Notification (CTRPN), and Patient and Worker Notification pursuant to Public Act 87-763.
It is the intention of this Section that appropriations for these purposes be at a level for the fiscal year beginning July 1, 2004 that is at least $6,000,000 more than the appropriations for these purposes for the fiscal year beginning July 1, 2003, which were in the amount of $12,508,600. Thus, if all other appropriations for these purposes in the fiscal year beginning July 1, 2004 (i) are equal to or less than $12,508,600, then the aggregate appropriations for these purposes, including those other appropriations and the appropriations under this Section, will be $18,508,600 and (ii) are more than $12,508,600, then the aggregate appropriations for these purposes, including those other appropriations and the appropriations under this Section, will be $6,000,000 more than those other appropriations.
Section 99. Effective date. This Act takes effect on July 1, 2004.
