 1        AN ACT  concerning  the  preservation  and  integrity  of
 2    historic and other State properties.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5. The State Property Control Act is  amended  by
 6    adding Section 7.6 as follows:

 7        (30 ILCS 605/7.6 new)
 8        Sec. 7.6.  Naming and sponsorship rights.
 9        (a)  Naming  rights  and sponsorship rights regarding any
10    property or asset  of  the  State,  whether  real,  personal,
11    tangible,  or  intangible, may not be sold, conveyed, leased,
12    licensed, or otherwise granted by the administrator or by any
13    other official, employee, or agent of the State with  respect
14    to any of the following:
15             (1)  the  State  Capitol  Building  in  Springfield,
16        Illinois;
17             (2)  the  Old State Capitol Building in Springfield,
18        Illinois;
19             (3)  the Vandalia State House in Vandalia, Illinois;
20             (4) the Executive Mansion in Springfield, Illinois;
21             (5)  the Executive Mansion, also known as the  Hayes
22        House, in Du Quoin, Illinois;
23             (6)   the   Abraham  Lincoln  Home  in  Springfield,
24        Illinois, if it becomes State real property not under the
25        jurisdiction of the federal government;
26             (7) the Lincoln Tomb in Springfield, Illinois;
27             (8) the Abraham  Lincoln  Presidential  Library  and
28        Museum in Springfield, Illinois;
29             (9)  all  present  and  future Abraham Lincoln sites
30        not otherwise listed;
31             (10)  all Illinois homes of all  past,  present,  or

 1        future   United   States  Presidents  who  have  resided,
 2        currently reside, or in the future  will  reside  in  the
 3        State of Illinois;
 4             (11)  the  burial  sites  of  all  past, present, or
 5        future United States Presidents;
 6             (12)  State real property under the jurisdiction and
 7        control of an  executive  branch  constitutional  officer
 8        other  than  the  Governor,  unless  that other executive
 9        branch constitutional officer consents in writing;
10             (13)  State real property under the jurisdiction and
11        control of the  legislative  branch,   unless  the  Joint
12        Committee  on  Legislative  Support  Services consents in
13        writing;
14             (14)  State real property under the jurisdiction and
15        control of the judicial branch, unless the Supreme  Court
16        consents in writing;
17             (15) State real property that is identified or named
18        for  a  specific  individual  by  Joint Resolution of the
19        General Assembly or by statute as of the  effective  date
20        of this Section or later; and
21             (16)  any  other  State  real  property  that on the
22        effective date of this Section or later is  designated  a
23        National  Historic  Landmark,  listed as a State Historic
24        Site under Section 6 of the Historic Preservation  Agency
25        Act,  or  listed  on  either  the  Illinois  Register  of
26        Historic  Places  or  the  National  Register of Historic
27        Places.
28        (b)  "Naming rights" under this Section means  the  right
29    to  associate  the  name or identifying mark of any person or
30    entity with the name or identity of  any  State  property  or
31    other asset.
32        (c)  "Sponsorship  rights"  under  this Section means the
33    right to associate the name or identifying mark of any person
34    or entity with any State program or event on the grounds  of,

 1    in, or with respect to any State property or other asset.

 2        Section  99.  Effective  date. This Act takes effect upon
 3    becoming law.
