The Illinois Vehicle Code is amended by 5 changing Sections 3-609, 3-609.1, 3-620, 3-621, 3-622, 3-623, 6 3-624, 3-625, 3-626, 3-628, 3-638, 3-642, 3-645, 3-647, 7 3-650, 3-651, and 3-806.4 as follows:"; and 8 on page 11, below line 9, by inserting the following: 9 "(625 ILCS 5/3-642) 10 Sec. 3-642. Silver Star plates. 11 (a) The Secretary, upon receipt of all applicable fees 12 and applications made in the form prescribed by the 13 Secretary, may issue special registration plates to residents 14 of Illinois who have been awarded the Silver Star by the 15 United States Armed Forces. The special plate issued under 16 this Section shall be affixed only to passenger vehicles of 17 the first division, motorcycles, or motor vehicles of the 18 second division weighing not more than 8,000 pounds. Plates 19 issued under this Section shall expire according to the 20 staggered multi-year procedure established by Section 3-414.1 21 of this Code. -2- LRB093 13274 DRH 19773 a 1 (b) The design, color, and format of the plates shall be 2 wholly within the discretion of the Secretary. The Secretary 3 may, in his or her discretion, allow the plates to be issued 4 as vanity plates or personalized in accordance with Section 5 3-405.1 of this Code. The plates are not required to 6 designate "Land Of Lincoln", as prescribed in subsection (b) 7 of Section 3-412 of this Code. The Secretary shall prescribe 8 the eligibility requirements and, in his or her discretion, 9 shall approve and prescribe stickers or decals as provided 10 under Section 3-412. 11 (c) An applicant shall be charged a $15 fee for original 12 issuance in addition to the appropriate registration fee. 13 This additional fee shall be deposited into the Secretary 14 of State Special License Plate Fund. 15 (d) Any license plate manufactured on or after January 16 1, 2005 and issued under this Section must: 17 (1) be manufactured in the United States; and 18 (2) if a suitable manufacturing facility is 19 available in this State, be manufactured in this State. 20 (Source: P.A. 92-545, eff. 6-12-02; 93-140, eff. 1-1-04.) 21 (625 ILCS 5/3-645) 22 Sec. 3-645. Vietnam Veteran License Plates. 23 (a) In addition to any other special license plate, the 24 Secretary, upon receipt of all applicable fees and 25 applications made in the form prescribed by the Secretary of 26 State, may issue Vietnam Veteran license plates to residents 27 of Illinois who meet eligibility requirements prescribed by 28 the Secretary of State. The special Vietnam Veteran plate 29 issued under this Section shall be affixed only to passenger 30 vehicles of the first division, motorcycles, and motor 31 vehicles of the second division weighing not more than 8,000 32 pounds. Gold Star recipients. Commencing with the 26 1991 registration year, upon proper application, the 27 Secretary of State shall issue one pair of registration 28 plates to any Illinois resident, who as the surviving widow 29 or widower, or in the absence thereof, as the surviving 30 parent, is awarded the Gold Star by the United States in 31 recognition of spouses or children who served in the Armed 32 Forces of the United States and lost their lives while in 33 service whether in peacetime or war. If the parent no longer -4- LRB093 13274 DRH 19773 a 1 survives, the Secretary of State shall issue the plates to a 2 surviving sibling, of the person who served in the Armed 3 Forces, who is an Illinois resident. No more than one set of 4 plates shall be issued for each Gold Star awarded, and only 5 one surviving parent, or in the absence of a surviving 6 parent, only one surviving sibling shall be issued a set of 7 registration plates, except for those surviving parents who, 8 as recipients of the Gold Star, have legally separated or 9 divorced, in which case each surviving parent shall be 10 allowed one set of registration plates. Registration plates 11 issued under this Section shall be for first division 12 vehicles and second division vehicles of 8,000 pounds or 13 less. An applicant shall be charged a $15 fee for the 14 original issuance in addition to the appropriate registration 15 fee which shall be deposited into the Road Fund to help 16 defray the administrative processing costs. 17 Any license plate manufactured on or after January 1, 18 2005 and issued under this Section must: 19 (1) be manufactured in the United States; and 20 (2) if a suitable manufacturing facility is 21 available in this State, be manufactured in this State. 22 (Source: P.A. 93-140, eff. 1-1-04.)".
