The Illinois Public Aid Code is amended by 5 adding Section 12-13.3 as follows: 6 (305 ILCS 5/12-13.3 new) 7 Sec. 12-13.3. Transitional jobs; pilot program. Subject 8 to appropriations or other funding, the Department of Human 9 Services may establish a pilot program to place 10 hard-to-employ persons, including persons who have been 11 released from a county jail or a facility under the 12 jurisdiction of the Department of Corrections, in jobs. By 13 rule, the Department shall determine the location in which 14 the pilot program is to be implemented and the services to be 15 provided. In determining locations for the pilot program, 16 however, the Department shall give priority to areas of the 17 State in which the concentration of released offenders is the 18 highest. The Department may consult with the Department of 19 Corrections in establishing the pilot program. 20 Section 10. The Unified Code of Corrections is amended 21 by adding Section 3-14-6 as follows: 22 (730 ILCS 5/3-14-6 new) 23 Sec. 3-14-6. Transitional jobs; pilot program. Subject 24 to appropriations or other funding, the Department may 25 establish a pilot program in 2 locations in the State to 26 place persons discharged from a Department facility on parole 27 or mandatory supervised release in jobs or otherwise 28 establish a connection between such persons and the 29 workforce. In determining locations for the 3 pilot program, however, the Department shall give priority to 4 areas of the State in which the concentration of released 5 offenders is the highest. The Department may consult with the 6 Department of Human Services in establishing the pilot 7 program. 8 Section 99. Effective date. This Act takes effect upon 9 becoming law.
