 1        AN ACT in relation to vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  the  Illinois  Vehicle  Code  is  amended  by
 5    adding Section 7-604.1 as follows:

 6        (625 ILCS 5/7-604.1 new)
 7        Sec. 7-604.1.  Insurance indicator stickers.
 8        (a)  The Secretary shall, by January 1, 2004, adopt rules
 9    providing  for issuance, and display on the rear registration
10    plate of every vehicle, of  a  sticker  indicating  that  the
11    vehicle  is  covered  by  liability insurance for the current
12    year.
13        (b)  Beginning  July  1,  2004,  every  company   selling
14    automobile  liability  insurance  coverage in this State must
15    provide every vehicle insured by the company with  a  sticker
16    for display as provided in subsection (a).
17        (c)  Beginning  July  1,  2004, the driver of any vehicle
18    failing to display the required sticker is guilty of a  petty
19    offense punishable by a fine of $100.
20        (d)  Beginning  July  1,  2004,  display  of the required
21    sticker on a vehicle not covered by liability insurance is  a
22    petty offense punishable by a fine of $1,000.

23        Section  99.  Effective date.  This Act takes effect upon
24    becoming law.
