093_HB3152 LRB093 07979 NHT 08175 b 1 AN ACT regarding higher education. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Board of Higher Education Act is amended 5 by changing Section 8 as follows: 6 (110 ILCS 205/8) (from Ch. 144, par. 188) 7 Sec. 8. The Board of Trustees of the University of 8 Illinois, the Board of Trustees of Southern Illinois 9 University, the Board of Trustees of Chicago State 10 University, the Board of Trustees of Eastern Illinois 11 University, the Board of Trustees of Governors State 12 University, the Board of Trustees of Illinois State 13 University, the Board of Trustees of Northeastern Illinois 14 University, the Board of Trustees of Northern Illinois 15 University, the Board of Trustees of Western Illinois 16 University, and the Illinois Community College Board shall 17 submit to the Board of Higher Education not later than the 18 15th day of November of each year its budget proposals for 19 the operation and capital needs of the institutions under its 20 governance or supervision for the ensuing fiscal year. Each 21 budget proposal shall conform to the procedures developed by 22 the Board in the design of an information system for State 23 universities and colleges. 24 In order to maintain a cohesive system of higher 25 education, the Board and its staff shall communicate on a 26 regular basis with all public university presidents. They 27 shall meet at least semiannually to achieve economies of 28 scale where possible and provide the most innovative and 29 efficient programs and services. 30 The Board, in the analysis of formulating the annual 31 budget request, shall consider rates of tuition and fees at -2- LRB093 07979 NHT 08175 b 1 the state universities and colleges. The Board shall also 2 consider the current and projected utilization of the total 3 physical plant of each campus of a university or college in 4 approving the capital budget for any new building or 5 facility. 6 The Board of Higher Education shall submit to the 7 Governor, to the General Assembly, and to the appropriate 8 budget agencies of the Governor and General Assembly its 9 analysis and recommendations on such budget proposals. 10 Each state supported institution within the application 11 of this Act must submit its plan for capital improvements of 12 non-instructional facilities to the Board for approval before 13 final commitments are made. Non-instructional uses shall 14 include but not be limited to dormitories, union buildings, 15 field houses, stadium, other recreational facilities and 16 parking lots. The Board shall determine whether or not any 17 project submitted for approval is consistent with the master 18 plan for higher education and with instructional buildings 19 that are provided for therein. If the project is found by a 20 majority of the Board not to be consistent, such capital 21 improvement shall not be constructed. 22 (Source: P.A. 89-4, eff. 1-1-96.)
