1 AN ACT relating to higher education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5 changing Section 7f as follows:
6 (110 ILCS 305/7f) (from Ch. 144, par. 28f)
7 Sec. 7f. Full tuition discount Partial tuition waivers.
8 (a) As used in this Section, "Illinois college or
9 university" means any of the following: the University of
10 Illinois, Southern Illinois University, Chicago State
11 University, Eastern Illinois University, Governors State
12 University, Illinois State University, Northeastern Illinois
13 University, Northern Illinois University, and Western
14 Illinois University.
15 (b) Each year the Board of Trustees of the University of
16 Illinois shall offer 100% tuition discounts 50% tuition
17 waivers for undergraduate education at any campus under its
18 governance or supervision to the children, spouses, and
19 domestic partners of employees, including retired employees,
20 of an Illinois college or university who have been employed
21 by any one or by more than one Illinois college or university
22 for an aggregate period of at least 7 years. "Domestic
23 partner" means 2 individuals of the same gender who (1) live
24 together in a long-term relationship of indefinite duration;
25 (2) have resided together at the same address for at least 12
26 months; (3) are not related by blood to a degree of closeness
27 that would prohibit legal marriage in the state in which they
28 legally reside; (4) are not married to any other person; and
29 (5) have an exclusive mutual commitment in which they agree
30 to be jointly responsible for each other's common welfare and
31 to share financial obligations. "Retired employee" means a

1 person receiving a retirement or disability retirement
2 annuity under the Illinois Pension Code based on at least 7
3 years of service with one or more than one Illinois college
4 or university, including a person who already is receiving
5 such an annuity on the effective date of this amendatory Act
6 of the 93rd General Assembly.
7 To be eligible to receive a full tuition discount partial
8 tuition waiver, the person child of an employee of an
9 Illinois college or university (i) if a child, must be under
10 the age of 25 at the commencement of the academic year during
11 which the full tuition discount partial tuition waiver is to
12 be effective, and (ii) must qualify for admission to the
13 University of Illinois under the same admissions
14 requirements, standards and policies which the University of
15 Illinois applies to applicants for admission generally to its
16 respective undergraduate colleges and programs.
17 (c) Subject to the provisions and limitations of
18 subsection (b), an eligible applicant who has continued to
19 maintain satisfactory academic progress toward graduation may
20 have his or her full tuition discount partial tuition waiver
21 renewed until the time as he or she has expended 4 years of
22 undergraduate full tuition discount partial tuition waiver
23 benefits under this Section.
24 (d) No full tuition discount partial tuition waiver
25 offered or allocated to any eligible applicant in accordance
26 with the provisions of this Section shall be charged against
27 any tuition waiver limitation established by the Illinois
28 Board of Higher Education.
29 (e) The Board of Trustees shall prescribe rules and
30 regulations as are necessary to implement and administer the
31 provisions of this Section.

11 (c) Subject to the provisions and limitations of
12 subsection (b), an eligible applicant who has continued to
13 maintain satisfactory academic progress toward graduation may
14 have his or her full tuition discount partial tuition waiver
15 renewed until the time as he or she has expended 4 years of
16 undergraduate full tuition discount partial tuition waiver
17 benefits under this Section.
18 (d) No full tuition discount partial tuition waiver
19 offered or allocated to any eligible applicant in accordance
20 with the provisions of this Section shall be charged against
21 any tuition waiver limitation established by the Illinois
22 Board of Higher Education.
23 (e) The Board of Trustees shall prescribe rules and
24 regulations as are necessary to implement and administer the
25 provisions of this Section.

28 by changing Section 5-90 as follows:

8 maintain satisfactory academic progress toward graduation may
9 have his or her full tuition discount partial tuition waiver
10 renewed until the time as he or she has expended 4 years of
11 undergraduate full tuition discount partial tuition waiver
12 benefits under this Section.
13 (d) No full tuition discount partial tuition waiver
14 offered or allocated to any eligible applicant in accordance
15 with the provisions of this Section shall be charged against
16 any tuition waiver limitation established by the Illinois
17 Board of Higher Education.
18 (e) The Board shall prescribe rules and regulations as
19 are necessary to implement and administer the provisions of
20 this Section.

23 amended by changing Section 10-90 as follows:

7 benefits under this Section.

19 (b) Each year the Board of Northeastern Illinois
20 University shall offer 100% tuition discounts 50% tuition
21 waivers for undergraduate education at any campus under its
22 governance to the children, spouses, and domestic partners of
23 employees, including retired employees, of an Illinois
24 college or university who have been employed by any one or by
25 more than one Illinois college or university for an aggregate

27 share financial obligations. "Retired employee" means a
28 person receiving a retirement or disability retirement
29 annuity under the Illinois Pension Code based on at least 7
30 years of service with one or more than one Illinois college
31 or university, including a person who already is receiving
32 such an annuity on the effective date of this amendatory Act
33 of the 93rd General Assembly.
34 To be eligible to receive a full tuition discount partial

1 tuition waiver, the person child of an employee of an
2 Illinois college or university (i) if a child, must be under
3 the age of 25 at the commencement of the academic year during
4 which the full tuition discount partial tuition waiver is to
5 be effective, and (ii) must qualify for admission to Western
6 Illinois University under the same admissions requirements,
7 standards and policies which Western Illinois University
8 applies to applicants for admission generally to its
9 respective undergraduate colleges and programs.
10 (c) Subject to the provisions and limitations of
11 subsection (b), an eligible applicant who has continued to
12 maintain satisfactory academic progress toward graduation may
13 have his or her full tuition discount partial tuition waiver
14 renewed until the time as he or she has expended 4 years of
15 undergraduate full tuition discount partial tuition waiver
16 benefits under this Section.
17 (d) No full tuition discount partial tuition waiver
18 offered or allocated to any eligible applicant in accordance
19 with the provisions of this Section shall be charged against
20 any tuition waiver limitation established by the Illinois
21 Board of Higher Education.
22 (e) The Board shall prescribe rules and regulations as
23 are necessary to implement and administer the provisions of
24 this Section.

26 Section 99. Effective date. This Act takes effect upon
27 becoming law.
