AMENDMENT TO HOUSE BILL 2587

2     AMENDMENT NO. ______. Amend House Bill 2587 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of Transportation Law of the
5 Civil Administrative Code of Illinois is amended by adding
6 Section 2705-321 as follows:
 
7     (20 ILCS 2705/2705-321 new)
8     Sec. 2705-321. Illinois Transit Ridership and Economic
9 Development (TRED) Pilot Project Program; new facilities and
10 service.
11     (a) Subject to bond fund appropriation, the Department of
12 Transportation shall establish the Illinois Transit Ridership
13 and Economic Development (TRED) Pilot Project Program to build
14 transit systems that more effectively address the needs of
15 Illinois workers, families, and businesses. The Illinois TRED
16 Pilot Project Program shall provide for new or expanded mass
17 transportation service and facilities, including rapid
18 transit, rail, bus, and other equipment used in connection with
19 mass transit, by the State, a public entity, or 2 or more of
20 these entities authorized to provide and promote public
21 transportation in order to increase the level of service
22 available in local communities, as well as improve the quality
23 of life and economic viability of the State of Illinois.
24     The Illinois TRED Pilot Project Program expenditures for

1 mass transportation service and facilities within the State
2 must:
3         (1) Improve the economic viability of Illinois by
4 facilitating the transportation of Illinois residents to
5 places of employment, to educational facilities, and to
6 commercial, medical, and shopping districts.
7         (2) Increase the frequency and reliability of public
8 transit service.
9         (3) Facilitate the movement of all persons, including
10 those persons who, because of age, economic circumstance,
11 or physical infirmity, are unable to drive.
12         (4) Contribute to an improved environment through the
13 reduction of air, water, and noise pollution.
14     (b) Under the Illinois TRED Pilot Project Program, subject
15 to bond fund appropriation, the Department shall fund in fiscal
16 year 2005, in coordination and consultation with other
17 government agencies that provide or fund transportation
18 services, the Illinois Public Transportation Association, and
19 transit advocates, projects as specified in subsection (c).
20 Total funding for each project shall not exceed $500,000 and
21 the funding for all projects shall not exceed $4,500,000. The
22 Department shall submit annual reports to the General Assembly
23 by March 1 of each fiscal year regarding the status of these
24 projects, including service to constituents including local
25 businesses, seniors, and people with disabilities, costs, and
26 other appropriate measures of impact.
27     (c) Subject to bond fund appropriation, the Department
28 shall make grants to any of the following in order to create:
29         (1) The Altgeld Gardens - Ford Supplier Park Rush-hour
30 service, which shall provide rush-hour-only service (6:00
31 AM to 10:00 AM and 3:00 PM to 7:30 PM) that shall start at
32 130th Street and State Street and go directly to Altgeld
33 Gardens (stopping at the store in the center of Altgeld
34 Gardens), then leave Altgeld Gardens and go directly to the

1 Ford supplier park on 130th Street, then to 130th and
2 Torrence Avenue (the Ford production plant), then north on
3 Torrence Avenue with at least one stop close to Washington
4 High School, then to the shopping plaza at 95th Street and
5 Stony Island. After completing its route, the bus shall
6 turn around and go back on the same route. Service shall be
7 every 20 minutes.
8         (2) The Pilsen/Lawndale Demonstration Project, which
9 consists of the following:
10             (A) Pilsen Commercial route, which shall create
11 weekday bus service to support the 16th and 18th street
12 commercial district. Service shall begin at Cicero and
13 Cermak and proceed along 16th Street and then 18th
14 Street to Michigan Ave. This service shall run on
15 weekdays from 9:00 a.m. to 2:00 p.m. and then from 6
16 p.m. to 10 p.m.
17             (B) Lawndale-to-the-Loop Rush hour express route,
18 which shall create an extended rush-hour-only express
19 service (4:00 a.m to 9:00 a.m. and 4:00 p.m. to 10:00
20 p.m.), starting at Pulaski and Cermak and traveling
21 along Ogden and Polk with limited stops between
22 Pulaski, the Medical District, and the Chicago Loop.
23         (3) The Intertownship Transportation Program for
24 Northwest Suburban Cook County, which shall complement
25 existing Pace service and involve cooperation of several
26 townships to provide transportation services for senior
27 and disabled residents across village and township
28 boundaries that is currently not provided by Pace and by
29 individual townships and municipalities.
30         (4) RIDES transit services to Richland and Lawrence
31 Counties to extend transit services into Richland and
32 Lawrence Counties and enhance service in Wayne, Edwards,
33 and Wabash Counties that share common travel patterns and
34 needs with Lawrence and Richland counties. Funding shall be

1 used to develop a route structure that shall coordinate
2 social service and general public requirements and obtain
3 vehicles to support the additional service.
4         (5) Peoria Regional Transportation Initiative, which
5 shall fund the development of a plan to create a regional
6 transportation service in the Peoria-Pekin MSA that
7 integrates and expands the existing services and that would
8 allow local leaders to develop a funding plan and a
9 timetable to secure final political approval. The plan is
10 intended to facilitate regional economic development and
11 provide greater mobility to workers, senior citizens, and
12 people with disabilities.
13         (6) Rock Island MetroLINK/Black Hawk College
14 Coordination Project, which shall provide a deeply
15 discounted, semester-based bus pass for unlimited travel
16 on any MetroLINK bus route to students and faculty at local
17 community colleges to increase ridership on the
18 metropolitan bus system and better link community college
19 students with transportation alternatives.
20         (7) The West Central Transit District to serve Scott
21 and Morgan Counties. Funding shall be used to develop a
22 route structure that shall coordinate social service and
23 general public requirements and obtain vehicles to support
24 the service.
25         (8) Community College Coordination Projects, which
26 shall provide deeply discounted semester-based bus passes
27 for unlimited travel on any Champaign-Urbana MTD, and
28 Danville Mass Transit bus routes to students, faculty, and
29 staff at Parkland College, and Danville Area Community
30 College to better link community colleges with
31 transportation alternatives.
 
32     Section 99. Effective date. This Act takes effect upon
33 becoming law.".
