 1        AN ACT relating to higher education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The University of Illinois Act is amended by
 5    changing Section 7f as follows:

 6        (110 ILCS 305/7f) (from Ch. 144, par. 28f)
 7        Sec. 7f.  Partial tuition discount waivers.
 8        (a)  As  used  in  this  Section,  "Illinois  college  or
 9    university" means any of the following:   the  University  of
10    Illinois,   Southern   Illinois   University,  Chicago  State
11    University,  Eastern  Illinois  University,  Governors  State
12    University, Illinois State University, Northeastern  Illinois
13    University,   Northern   Illinois   University,  and  Western
14    Illinois University.
15        (b)  Each year the Board of Trustees of the University of
16    Illinois  shall  offer  50%  tuition  discounts  waivers  for
17    undergraduate education at any campus under its governance or
18    supervision to the children of employees,  including  retired
19    employees, of an Illinois college or university who have been
20    employed  by  any one or by more than one Illinois college or
21    university for an aggregate period of at least 7  years.  For
22    purposes  of this Section, an employee of an Illinois college
23    or university is deemed to include a person who  is  employed
24    (i)  with  the  State Universities Civil Service System, (ii)
25    with the  State  Universities  Retirement  System,  or  (iii)
26    within  any  of  the 4 divisions of the Department of Natural
27    Resources  under  the  authority  of  the  Board  of  Natural
28    Resources and Conservation  (Waste  Management  and  Research
29    Center,   Illinois   State   Water   Survey,  Illinois  State
30    Geological  Survey,  and  Illinois  State   Natural   History
31    Survey).  "Retired  employee"  means  a  person  receiving  a

 1    retirement   or   disability  retirement  annuity  under  the
 2    Illinois Pension Code based on at least 7  years  of  service
 3    with  one  or  more  than one Illinois college or university,
 4    including a person who already is receiving such  an  annuity
 5    on  the  effective  date  of  this amendatory Act of the 93rd
 6    General Assembly.
 7        To be eligible to  receive  a  partial  tuition  discount
 8    waiver,  the  child  of  any  such an employee of an Illinois
 9    college or university (i) must be under the age of 25 at  the
10    commencement  of  the  academic year during which the partial
11    tuition discount waiver is to be  effective,  and  (ii)  must
12    qualify for admission to the University of Illinois under the
13    same  admissions  requirements,  standards and policies which
14    the  University  of  Illinois  applies  to   applicants   for
15    admission  generally to its respective undergraduate colleges
16    and programs.
17        (c)  Subject  to  the  provisions  and   limitations   of
18    subsection  (b),  an  eligible applicant who has continued to
19    maintain satisfactory academic progress toward graduation may
20    have his or her partial tuition discount waiver renewed until
21    the time as he or she has expended 4 years  of  undergraduate
22    partial tuition discount waiver benefits under this Section.
23        (d)  No   partial  tuition  discount  waiver  offered  or
24    allocated to any eligible applicant in  accordance  with  the
25    provisions  of  this  Section  shall  be  charged against any
26    tuition waiver limitation established by the  Illinois  Board
27    of Higher Education.
28        (e)  The  Board  of  Trustees  shall  prescribe rules and
29    regulations as are necessary to implement and administer  the
30    provisions of this Section.

32        Section  10.  The Southern Illinois University Management
33    Act is amended by changing Section 8f as follows:

24        Section 15.  The Chicago State University Law is  amended
25    by changing Section 5-90 as follows:

27        Sec. 5-90.  Partial tuition discount waivers.

29    university"  means  any  of the following:  the University of

 1        (c)  Subject   to   the  provisions  and  limitations  of
 2    subsection (b), an eligible applicant who  has  continued  to
 3    maintain satisfactory academic progress toward graduation may

 5    the  time  as he or she has expended 4 years of undergraduate
 6    partial tuition discount waiver benefits under this Section.
 7        (d)  No  partial  tuition  discount  waiver  offered   or
 8    allocated  to  any  eligible applicant in accordance with the
 9    provisions of this  Section  shall  be  charged  against  any
10    tuition  waiver  limitation established by the Illinois Board
11    of Higher Education.
12        (e)  The Board shall prescribe rules and  regulations  as
13    are  necessary  to implement and administer the provisions of
14    this Section.

16        Section 20.   The  Eastern  Illinois  University  Law  is
17    amended by changing Section 10-90 as follows:

19        Sec. 10-90.  Partial tuition discount waivers.
20        (a)  As  used  in  this  Section,  "Illinois  college  or
21    university"  means  any  of the following:  the University of
22    Illinois,  Southern  Illinois   University,   Chicago   State
23    University,  Eastern  Illinois  University,  Governors  State
24    University,  Illinois State University, Northeastern Illinois
25    University,  Northern  Illinois   University,   and   Western
26    Illinois University.
27        (b)  Each  year  the Board of Eastern Illinois University
28    shall offer 50% tuition discounts waivers  for  undergraduate
29    education  at any campus under its governance to the children
30    of employees, including retired  employees,  of  an  Illinois
31    college or university who have been employed by any one or by
32    more than one Illinois college or university for an aggregate

 1    period  of at least 7 years. For purposes of this Section, an

28    subsection (b), an eligible applicant who  has  continued  to
29    maintain satisfactory academic progress toward graduation may
30    have his or her partial tuition discount waiver renewed until
31    the  time  as he or she has expended 4 years of undergraduate
32    partial tuition discount waiver benefits under this Section.
33        (d)  No  partial  tuition  discount  waiver  offered   or
34    allocated  to  any  eligible applicant in accordance with the

 1    provisions of this  Section  shall  be  charged  against  any
 2    tuition  waiver  limitation established by the Illinois Board

 9    amended by changing Section 15-90 as follows:

13    university" means any of the following:   the  University  of

18    Illinois University.

20    subsection (b), an eligible applicant who  has  continued  to
21    maintain satisfactory academic progress toward graduation may
22    have his or her partial tuition discount waiver renewed until
23    the  time  as he or she has expended 4 years of undergraduate
24    partial tuition discount waiver benefits under this Section.
25        (d)  No  partial  tuition  discount  waiver  offered   or
26    allocated  to  any  eligible applicant in accordance with the
27    provisions of this  Section  shall  be  charged  against  any
28    tuition  waiver  limitation established by the Illinois Board
29    of Higher Education.
30        (e)  The Board shall prescribe rules and  regulations  as
31    are  necessary  to implement and administer the provisions of
32    this Section.

 2    by changing Section 20-90 as follows:

 5        (a)  As  used  in  this  Section,  "Illinois  college  or
 6    university" means any of the following:   the  University  of
 7    Illinois,   Southern   Illinois   University,  Chicago  State
 8    University,  Eastern  Illinois  University,  Governors  State
 9    University, Illinois State University, Northeastern  Illinois
10    University,   Northern   Illinois   University,  and  Western
11    Illinois University.
12        (b)  Each year the Board  of  Illinois  State  University
13    shall  offer  50% tuition discounts waivers for undergraduate

24    this Section.

26        Section 35.  The Northeastern Illinois University Law  is
27    amended by changing Section 25-90 as follows:

31    university"  means  any  of the following:  the University of

18        Section 40.  The  Northern  Illinois  University  Law  is
19    amended by changing Section 30-90 as follows:

22        (a)  As  used  in  this  Section,  "Illinois  college  or
23    university"  means  any  of the following:  the University of
24    Illinois,  Southern  Illinois   University,   Chicago   State
25    University,  Eastern  Illinois  University,  Governors  State
26    University,  Illinois State University, Northeastern Illinois
27    University,  Northern  Illinois   University,   and   Western
28    Illinois University.
29        (b)  Each  year the Board of Northern Illinois University
30    shall offer 50% tuition discounts waivers  for  undergraduate
31    education  at any campus under its governance to the children
32    of employees, including retired  employees,  of  an  Illinois

21    college or university (i) must be under the age of 25 at  the
22    commencement  of  the  academic year during which the partial
23    tuition discount waiver is to be  effective,  and  (ii)  must
24    qualify  for  admission to Northern Illinois University under
25    the same  admissions  requirements,  standards  and  policies
26    which  Northern Illinois University applies to applicants for
27    admission generally to its respective undergraduate  colleges
28    and programs.
29        (c)  Subject   to   the  provisions  and  limitations  of
30    subsection (b), an eligible applicant who  has  continued  to
31    maintain satisfactory academic progress toward graduation may
32    have his or her partial tuition discount waiver renewed until
33    the  time  as he or she has expended 4 years of undergraduate
34    partial tuition discount waiver benefits under this Section.

 1        (d)  No  partial  tuition  discount  waiver  offered   or
 2    allocated  to  any  eligible applicant in accordance with the
 3    provisions of this  Section  shall  be  charged  against  any
 4    tuition  waiver  limitation established by the Illinois Board
 5    of Higher Education.
 6        (e)  The Board shall prescribe rules and  regulations  as
 7    are  necessary  to implement and administer the provisions of
 8    this Section.

10        Section 45.   The  Western  Illinois  University  Law  is
11    amended by changing Section 35-90 as follows:

12        (110 ILCS 690/35-90)
13        Sec. 35-90.  Partial tuition discount waivers.
14        (a)  As  used  in  this  Section,  "Illinois  college  or
15    university"  means  any  of the following:  the University of
16    Illinois,  Southern  Illinois   University,   Chicago   State
17    University,  Eastern  Illinois  University,  Governors  State
18    University,  Illinois State University, Northeastern Illinois
19    University,  Northern  Illinois   University,   and   Western
20    Illinois University.
21        (b)  Each  year  the Board of Western Illinois University
22    shall offer 50% tuition discounts waivers  for  undergraduate
23    education  at any campus under its governance to the children
24    of employees, including retired  employees,  of  an  Illinois
25    college or university who have been employed by any one or by
26    more than one Illinois college or university for an aggregate
27    period  of at least 7 years. For purposes of this Section, an
28    employee of an Illinois college or university  is  deemed  to
29    include   a  person  who  is  employed  (i)  with  the  State
30    Universities  Civil  Service  System,  (ii)  with  the  State
31    Universities Retirement System, or (iii) within any of the  4
32    divisions  of  the  Department of Natural Resources under the

 1    authority of the Board of Natural Resources and  Conservation
 2    (Waste  Management  and Research Center, Illinois State Water
 3    Survey, Illinois State Geological Survey, and Illinois  State
 4    Natural  History  Survey).  "Retired employee" means a person
 5    receiving a retirement or disability retirement annuity under
 6    the Illinois Pension Code  based  on  at  least  7  years  of
 7    service  with  one  or  more  than  one  Illinois  college or
 8    university, including a person who already is receiving  such
 9    an  annuity  on  the effective date of this amendatory Act of
10    the 93rd General Assembly.
11        To be eligible to  receive  a  partial  tuition  discount
12    waiver,  the  child  of  any  such an employee of an Illinois
13    college or university (i) must be under the age of 25 at  the
14    commencement  of  the  academic year during which the partial
15    tuition discount waiver is to be  effective,  and  (ii)  must
16    qualify  for  admission  to Western Illinois University under
17    the same  admissions  requirements,  standards  and  policies

 2        Section 99.  Effective date.  This Act takes effect  upon
 3    becoming law.
