16 Sec. 11-302. Authority to designate through highway and
17 stop and yield intersections.
18 (a) The Department with reference to State highways
19 under its jurisdiction, and local authorities and road
20 district highway commissioners with reference to other

1 highways under their jurisdiction, may designate through
2 highways and erect stop signs or yield signs at specified
3 entrances thereto, or may designate any intersection as a
4 stop intersection or as a yield intersection and erect stop
5 signs or yield signs at one or more entrances to such
6 intersection. Designation of through highways and stop or
7 yield intersections and the erection of stop signs or yield
8 signs on township or road district roads are subject to the
9 written approval of the county engineer or superintendent of
10 highways.
11 (b) Every stop sign and yield sign shall conform to the
12 State Manual and Specifications and shall be located as near
13 as practicable to the nearest line of the crosswalk on the
14 near side of the intersection or, if there is no crosswalk,
15 then as close as practicable to the nearest line of the
16 intersecting roadway.
17 (c) The Department may in its discretion and when
18 traffic conditions warrant such action give preference to
19 traffic upon any of the State highways under its jurisdiction
20 over traffic crossing or entering such highway by erecting
21 appropriate traffic control devices.

23 (625 ILCS 5/11-304) (from Ch. 95 1/2, par. 11-304)
24 Sec. 11-304. Local traffic-control devices; tourist
25 oriented businesses signs.
26 Local authorities and road district highway commissioners
27 in their respective maintenance jurisdiction shall place and
28 maintain such traffic-control devices upon highways under
29 their maintenance jurisdiction as are required to indicate
30 and carry out the provisions of this Chapter, and local
31 traffic ordinances or to regulate, warn, or guide traffic.
32 All such traffic control devices shall conform to the State
33 Manual and Specifications and shall be justified by traffic

1 warrants stated in the Manual. Placement of traffic-control
2 devices on township or road district roads also shall be
3 subject to the written approval of the county engineer or
4 superintendent of highways.
5 Local authorities and road district highway commissioners
6 in their respective maintenance jurisdictions shall have the
7 authority to install signs, in conformance with the State
8 Manual and specifications, alerting motorists of the tourist
9 oriented businesses available on roads under local
10 jurisdiction in rural areas as may be required to guide
11 motorists to the businesses. The local authorities and road
12 district highway commissioners shall also have the authority
13 to sell or lease space on these signs to the owners or
14 operators of the businesses.

17 Sec. 15-102. Width of Vehicles.
18 (a) On Class III and non-designated State and local
19 highways, the total outside width of any vehicle or load
20 thereon shall not exceed 8 feet.
21 (b) Except during those times when, due to insufficient
22 light or unfavorable atmospheric conditions, persons and
23 vehicles on the highway are not clearly discernible at a
24 distance of 1000 feet, the following vehicles may exceed the
25 8 feet limitation during the period from a half hour before
26 sunrise to a half hour after sunset:
27 (1) Loads of hay, straw or other similar farm
28 products provided that the load is not more than 12 feet
29 wide.
30 (2) Implements of husbandry being transported on
31 another vehicle and the transporting vehicle while
32 loaded.
33 The following requirements apply to the

1 transportation on another vehicle of an implement of
2 husbandry wider than 8 feet 6 inches on the National
3 System of Interstate and Defense Highways or other
4 highways in the system of State highways:
5 (A) The driver of a vehicle transporting an
6 implement of husbandry that exceeds 8 feet 6 inches
7 in width shall obey all traffic laws and shall check
8 the roadways prior to making a movement in order to
9 ensure that adequate clearance is available for the
10 movement. It is prima facie evidence that the
11 driver of a vehicle transporting an implement of
12 husbandry has failed to check the roadway prior to
13 making a movement if the vehicle is involved in a
14 collision with a bridge, overpass, fixed structure,
15 or properly placed traffic control device or if the
16 vehicle blocks traffic due to its inability to
17 proceed because of a bridge, overpass, fixed
18 structure, or properly placed traffic control
19 device.
20 (B) Flags shall be displayed so as to wave
21 freely at the extremities of overwidth objects and
22 at the extreme ends of all protrusions, projections,
23 and overhangs. All flags shall be clean, bright red
24 flags with no advertising, wording, emblem, or
25 insignia inscribed upon them and at least 18 inches
26 square.
27 (C) "OVERSIZE LOAD" signs are mandatory on the
28 front and rear of all vehicles with loads over 10
29 feet wide. These signs must have 12-inch high black
30 letters with a 2-inch stroke on a yellow sign that
31 is 7 feet wide by 18 inches high.
32 (D) One civilian escort vehicle is required
33 for a load that exceeds 14 feet 6 inches in width
34 and 2 civilian escort vehicles are required for a

1 load that exceeds 16 feet in width on the National
2 System of Interstate and Defense Highways or other
3 highways in the system of State highways.
4 (E) The requirements for a civilian escort
5 vehicle and driver are as follows:
6 (1) The civilian escort vehicle shall be
7 a passenger car or a second division vehicle
8 not exceeding a gross vehicle weight of 8,000
9 pounds that is designed to afford clear and
10 unobstructed vision to both front and rear.
11 (2) The escort vehicle driver must be
12 properly licensed to operate the vehicle.
13 (3) While in use, the escort vehicle must
14 be equipped with illuminated rotating,
15 oscillating, or flashing amber lights or
16 flashing amber strobe lights mounted on top
17 that are of sufficient intensity to be visible
18 at 500 feet in normal sunlight.
19 (4) "OVERSIZE LOAD" signs are mandatory
20 on all escort vehicles. The sign on an escort
21 vehicle shall have 8-inch high black letters on
22 a yellow sign that is 5 feet wide by 12 inches
23 high.
24 (5) When only one escort vehicle is
25 required and it is operating on a two-lane
26 highway, the escort vehicle shall travel
27 approximately 300 feet ahead of the load. The
28 rotating, oscillating, or flashing lights or
29 flashing amber strobe lights and an "OVERSIZE
30 LOAD" sign shall be displayed on the escort
31 vehicle and shall be visible from the front.
32 When only one escort vehicle is required and it
33 is operating on a multilane divided highway,
34 the escort vehicle shall travel approximately

1 300 feet behind the load and the sign and
2 lights shall be visible from the rear.
3 (6) When 2 escort vehicles are required,
4 one escort shall travel approximately 300 feet
5 ahead of the load and the second escort shall
6 travel approximately 300 feet behind the load.
7 The rotating, oscillating, or flashing lights
8 or flashing amber strobe lights and an
9 "OVERSIZE LOAD" sign shall be displayed on the
10 escort vehicles and shall be visible from the
11 front on the lead escort and from the rear on
12 the trailing escort.
13 (7) When traveling within the corporate
14 limits of a municipality, the escort vehicle
15 shall maintain a reasonable and proper distance
16 from the oversize load, consistent with
17 existing traffic conditions.
18 (8) A separate escort shall be provided
19 for each load hauled.
20 (9) The driver of an escort vehicle shall
21 obey all traffic laws.
22 (10) The escort vehicle must be in safe
23 operational condition.
24 (11) The driver of the escort vehicle
25 must be in radio contact with the driver of the
26 vehicle carrying the oversize load.
27 (F) A transport vehicle while under load of
28 more than 8 feet 6 inches in width must be equipped
29 with an illuminated rotating, oscillating, or
30 flashing amber light or lights or a flashing amber
31 strobe light or lights mounted on the top of the cab
32 that are of sufficient intensity to be visible at
33 500 feet in normal sunlight. If the load on the
34 transport vehicle blocks the visibility of the amber

1 lighting from the rear of the vehicle, the vehicle
2 must also be equipped with an illuminated rotating,
3 oscillating, or flashing amber light or lights or a
4 flashing amber strobe light or lights mounted on the
5 rear of the load that are of sufficient intensity to
6 be visible at 500 feet in normal sunlight.
7 (G) When a flashing amber light is required on
8 the transport vehicle under load and it is operating
9 on a two-lane highway, the transport vehicle shall
10 display to the rear at least one rotating,
11 oscillating, or flashing light or a flashing amber
12 strobe light and an "OVERSIZE LOAD" sign. When a
13 flashing amber light is required on the transport
14 vehicle under load and it is operating on a
15 multilane divided highway, the sign and light shall
16 be visible from the rear.
17 (H) Maximum speed shall be 45 miles per hour
18 on all such moves or 5 miles per hour above the
19 posted minimum speed limit, whichever is greater,
20 but the vehicle shall not at any time exceed the
21 posted maximum speed limit.
22 (3) Portable buildings designed and used for
23 agricultural and livestock raising operations that are
24 not more than 14 feet wide and with not more than a 1
25 foot overhang along the left side of the hauling vehicle.
26 However, the buildings shall not be transported more than
27 10 miles and not on any route that is part of the
28 National System of Interstate and Defense Highways.
29 All buildings when being transported shall display at
30 least 2 red cloth flags, not less than 12 inches square,
31 mounted as high as practicable on the left and right side of
32 the building.
33 A State Police escort shall be required if it is
34 necessary for this load to use part of the left lane when

1 crossing any 2 laned State highway bridge.
2 (c) Vehicles propelled by electric power obtained from
3 overhead trolley wires operated wholly within the corporate
4 limits of a municipality are also exempt from the width
5 limitation.
6 (d) Exemptions are also granted to vehicles designed for
7 the carrying of more than 10 persons under the following
8 conditions:
9 (1) (Blank);
10 (2) When operated within any public transportation
11 service with the approval of local authorities or an
12 appropriate public body authorized by law to provide
13 public transportation. Any vehicle so operated may be 8
14 feet 6 inches in width; or
15 (3) When a county engineer or superintendent of
16 highways, after giving due consideration to the mass
17 transportation needs of the area and to the width and
18 condition of the road, has determined that the operation
19 of buses wider than 8 feet will not pose an undue safety
20 hazard on a particular county or township road segment,
21 he or she may authorize buses not to exceed 8 feet 6
22 inches in width on any highway under that engineer's or
23 superintendent's jurisdiction.
24 (e) A vehicle and load traveling upon the National
25 System of Interstate and Defense Highways or any other
26 highway in the system of State highways that has been
27 designated as a Class I or Class II highway by the
28 Department, or any street or highway designated by local
29 authorities or road district commissioners, may have a total
30 outside width of 8 feet 6 inches, provided that certain
31 safety devices that the Department determines as necessary
32 for the safe and efficient operation of motor vehicles shall
33 not be included in the calculation of width.
34 (e-1) A vehicle and load more than 8 feet wide but not

1 exceeding 8 feet 6 inches in width is allowed access
2 according to the following:
3 (1) A vehicle and load not exceeding 73,280 pounds
4 in weight is allowed access from any State designated
5 highway onto any county, township, or municipal highway
6 for a distance of 5 highway miles for the purpose of
7 loading and unloading, provided:
8 (A) The vehicle and load does not exceed 65
9 feet overall length.
10 (B) There is no sign prohibiting that access.
11 (C) The route is not being used as a
12 thoroughfare between State designated highways.
13 (2) A vehicle and load not exceeding 73,280 pounds
14 in weight is allowed access from any State designated
15 highway onto any county or township highway for a
16 distance of 5 highway miles or onto any municipal highway
17 for a distance of one highway mile for the purpose of
18 food, fuel, repairs, and rest, provided:
19 (A) The vehicle and load does not exceed 65
20 feet overall length.
21 (B) There is no sign prohibiting that access.
22 (C) The route is not being used as a
23 thoroughfare between State designated highways.
24 (3) A vehicle and load not exceeding 80,000 pounds
25 in weight is allowed access from a Class I highway onto
26 any street or highway for a distance of one highway mile
27 for the purpose of loading, unloading, food, fuel,
28 repairs, and rest, provided there is no sign prohibiting
29 that access.
30 (4) A vehicle and load not exceeding 80,000 pounds
31 in weight is allowed access from a Class I or Class II
32 highway onto any State highway or any locally designated
33 highway for a distance of 5 highway miles for the purpose
34 of loading, unloading, food, fuel, repairs, and rest.

1 (5) A trailer or semi-trailer not exceeding 28 feet
2 6 inches in length, that was originally in combination
3 with a truck tractor, shall have unlimited access to
4 points of loading and unloading.
5 (6) All household goods carriers shall have
6 unlimited access to points of loading and unloading.
7 Section 5-35 of the Illinois Administrative Procedure Act
8 relating to procedures for rulemaking shall not apply to the
9 designation of highways under this paragraph (e).
10 (f) Mirrors required by Section 12-502 of this Code and
11 other safety devices identified by the Department may project
12 up to 14 inches beyond each side of a bus and up to 6 inches
13 beyond each side of any other vehicle, and that projection
14 shall not be deemed a violation of the width restrictions of
15 this Section.
16 (g) Any person who is convicted of violating this
17 Section is subject to the penalty as provided in paragraph
18 (b) of Section 15-113.

21 Sec. 15-107. Length of vehicles.
22 (a) The maximum length of a single vehicle on any
23 highway of this State may not exceed 42 feet except the
24 following:
25 (1) Semitrailers.
26 (2) Charter or regulated route buses may be up to
27 45 feet in length, not including energy absorbing
28 bumpers.
29 (a-1) A motor home as defined in Section 1-145.01 may be
30 up to 45 feet in length, not including energy absorbing
31 bumpers. The length limitations described in this subsection
32 (a-1) shall be exclusive of energy-absorbing bumpers and rear
33 view mirrors.

1 (b) On all non-State highways, the maximum length of
2 vehicles in combinations is as follows:
3 (1) A truck tractor in combination with a
4 semitrailer may not exceed 55 feet overall dimension.
5 (2) A truck tractor-semitrailer-trailer may not
6 exceed 60 feet overall dimension.
7 (3) Combinations specially designed to transport
8 motor vehicles or boats may not exceed 60 feet overall
9 dimension.
10 Vehicles operating during daylight hours when
11 transporting poles, pipes, machinery, or other objects of a
12 structural nature that cannot readily be dismembered are
13 exempt from length limitations, provided that no object may
14 exceed 80 feet in length and the overall dimension of the
15 vehicle including the load may not exceed 100 feet. This
16 exemption does not apply to operation on a Saturday, Sunday,
17 or legal holiday. Legal holidays referred to in this Section
18 are the days on which the following traditional holidays are
19 celebrated: New Year's Day; Memorial Day; Independence Day;
20 Labor Day; Thanksgiving Day; and Christmas Day.
21 Vehicles and loads operated by a public utility while en
22 route to make emergency repairs to public service facilities
23 or properties are exempt from length limitations, provided
24 that during night operations every vehicle and its load must
25 be equipped with a sufficient number of clearance lamps on
26 both sides and marker lamps on the extreme ends of any
27 projecting load to clearly mark the dimensions of the load.
28 A tow truck in combination with a disabled vehicle or
29 combination of disabled vehicles, as provided in paragraph
30 (6) of subsection (c) of this Section, is exempt from length
31 limitations.
32 All other combinations not listed in this subsection (b)
33 may not exceed 60 feet overall dimension.
34 (c) Combinations of vehicles may not exceed a total of 2

1 vehicles except the following:
2 (1) A truck tractor semitrailer may draw one
3 trailer.
4 (2) A truck tractor semitrailer may draw one
5 converter dolly.
6 (3) A truck tractor semitrailer may draw one
7 vehicle that is defined in Chapter 1 as special mobile
8 equipment, provided the overall dimension does not exceed
9 60 feet.
10 (4) A truck in transit may draw 3 trucks in transit
11 coupled together by the triple saddlemount method.
12 (5) Recreational vehicles consisting of 3 vehicles,
13 provided the following:
14 (A) The total overall dimension does not
15 exceed 60 feet.
16 (B) The towing vehicle is a properly
17 registered vehicle capable of towing another vehicle
18 using a fifth-wheel type assembly.
19 (C) The second vehicle in the combination of
20 vehicles is a recreational vehicle that is towed by
21 a fifth-wheel assembly. This vehicle must be
22 properly registered and must be equipped with
23 brakes, regardless of weight.
24 (D) The third vehicle must be the lightest of
25 the 3 vehicles and be a trailer or semitrailer
26 designed or used for transporting a boat,
27 all-terrain vehicle, personal watercraft, or
28 motorcycle.
29 (E) The towed vehicles may be only for the use
30 of the operator of the towing vehicle.
31 (F) All vehicles must be properly equipped
32 with operating brakes and safety equipment required
33 by this Code, except the additional brake
34 requirement in subdivision (C) of this subparagraph

1 (5).
2 (6) A tow truck in combination with a disabled
3 vehicle or combination of disabled vehicles, provided the
4 towing vehicle:
5 (A) Is specifically designed as a tow truck
6 having a gross vehicle weight rating of at least
7 18,000 pounds and equipped with air brakes, provided
8 that air brakes are required only if the towing
9 vehicle is towing a vehicle, semitrailer, or
10 tractor-trailer combination that is equipped with
11 air brakes. For the purpose of this subsection,
12 gross vehicle weight rating, or GVWR, means the
13 value specified by the manufacturer as the loaded
14 weight of the tow truck.
15 (B) Is equipped with flashing, rotating, or
16 oscillating amber lights, visible for at least 500
17 feet in all directions.
18 (C) Is capable of utilizing the lighting and
19 braking systems of the disabled vehicle or
20 combination of vehicles.
21 (D) Does not engage a tow exceeding 50 highway
22 miles from the initial point of wreck or disablement
23 to a place of repair. Any additional movement of the
24 vehicles may occur only upon issuance of
25 authorization for that movement under the provisions
26 of Sections 15-301 through 15-319 of this Code.
27 The Department may by rule or regulation prescribe
28 additional requirements regarding length limitations for a
29 tow truck towing another vehicle.
30 For purposes of this Section, a tow-dolly that merely
31 serves as substitute wheels for another legally licensed
32 vehicle is considered part of the licensed vehicle and not a
33 separate vehicle.
34 (d) On Class I highways there are no overall length

1 limitations on motor vehicles operating in combinations
2 provided:
3 (1) The length of a semitrailer, unladen or with
4 load, in combination with a truck tractor may not exceed
5 53 feet.
6 (2) The distance between the kingpin and the center
7 of the rear axle of a semitrailer longer than 48 feet, in
8 combination with a truck tractor, may not exceed 45 feet
9 6 inches.
10 (3) The length of a semitrailer or trailer, unladen
11 or with load, operated in a truck
12 tractor-semitrailer-trailer combination, may not exceed
13 28 feet 6 inches.
14 (4) Maxi-cube combinations, as defined in Chapter
15 1, may not exceed 65 feet overall dimension.
16 (5) Combinations of vehicles specifically designed
17 to transport motor vehicles or boats may not exceed 65
18 feet overall dimension. The length limitation is
19 inclusive of front and rear bumpers but exclusive of the
20 overhang of the transported vehicles, as provided in
21 paragraph (i) of this Section.
22 (6) Stinger steered semitrailer vehicles as defined
23 in Chapter 1, specifically designed to transport motor
24 vehicles or boats, may not exceed 75 feet overall
25 dimension. The length limitation is inclusive of front
26 and rear bumpers but exclusive of the overhang of the
27 transported vehicles, as provided in paragraph (i) of
28 this Section.
29 (7) A truck in transit transporting 3 trucks
30 coupled together by the triple saddlemount method may not
31 exceed 75 feet overall dimension.
32 Vehicles operating during daylight hours when
33 transporting poles, pipes, machinery, or other objects of a
34 structural nature that cannot readily be dismembered are

1 exempt from length limitations, provided that no object may
2 exceed 80 feet in length and the overall dimension of the
3 vehicle including the load may not exceed 100 feet. This
4 exemption does not apply to operation on a Saturday, Sunday,

6 are the days on which the following traditional holidays are
7 celebrated: New Year's Day; Memorial Day; Independence Day;

20 The length limitations described in this paragraph (d)
21 shall be exclusive of safety and energy conservation devices,
22 such as bumpers, refrigeration units or air compressors and
23 other devices, that the Department may interpret as necessary
24 for safe and efficient operation; except that no device
25 excluded under this paragraph shall have by its design or use
26 the capability to carry cargo.
27 Section 5-35 of the Illinois Administrative Procedure Act
28 relating to procedures for rulemaking shall not apply to the
29 designation of highways under this paragraph (d).
30 (e) On Class II highways there are no overall length
31 limitations on motor vehicles operating in combinations,
32 provided:
33 (1) The length of a semitrailer, unladen or with
34 load, in combination with a truck tractor, may not exceed

1 53 feet overall dimension.
2 (2) The distance between the kingpin and the center
3 of the rear axle of a semitrailer longer than 48 feet, in

7 may not exceed 65 feet in dimension from front axle to

9 (4) The length of a semitrailer or trailer, unladen
10 or with load, operated in a truck
11 tractor-semitrailer-trailer combination, may not exceed
12 28 feet 6 inches.
13 (5) Maxi-cube combinations, as defined in Chapter
14 1, may not exceed 65 feet overall dimension.
15 (6) A combination of vehicles, specifically
16 designed to transport motor vehicles or boats, may not
17 exceed 65 feet overall dimension. The length limitation
18 is inclusive of front and rear bumpers but exclusive of
19 the overhang of the transported vehicles, as provided in
20 paragraph (i) of this Section.
21 (7) Stinger steered semitrailer vehicles, as
22 defined in Chapter 1, specifically designed to transport
23 motor vehicles or boats, may not exceed 75 feet overall
24 dimension. The length limitation is inclusive of front
25 and rear bumpers but exclusive of the overhang of the
26 transported vehicles, as provided in paragraph (i) of
27 this Section.
28 (8) A truck in transit transporting 3 trucks
29 coupled together by the triple saddlemount method may not
30 exceed 75 feet overall dimension.
31 Vehicles operating during daylight hours when

5 are the days on which the following traditional holidays are
6 celebrated: New Year's Day; Memorial Day; Independence Day;
7 Labor Day; Thanksgiving Day; and Christmas Day.
8 Vehicles and loads operated by a public utility while en
9 route to make emergency repairs to public service facilities
10 or properties are exempt from length limitations, provided
11 that during night operations every vehicle and its load must
12 be equipped with a sufficient number of clearance lamps on
13 both sides and marker lamps on the extreme ends of any
14 projecting load to clearly mark the dimensions of the load.
15 A tow truck in combination with a disabled vehicle or
16 combination of disabled vehicles, as provided in paragraph
17 (6) of subsection (c) of this Section, is exempt from length
18 limitations.
19 Local authorities and road district commissioners, with
20 respect to streets and highways under their jurisdiction, may
21 also by ordinance or resolution allow length limitations of
22 this subsection (e).
23 The length limitations described in this paragraph (e)
24 shall be exclusive of safety and energy conservation devices,
25 such as bumpers, refrigeration units or air compressors and
26 other devices, that the Department may interpret as necessary
27 for safe and efficient operation; except that no device
28 excluded under this paragraph shall have by its design or use
29 the capability to carry cargo.
30 (e-1) Combinations of vehicles not exceeding 65 feet
31 overall length are allowed access as follows:
32 (1) From any State designated highway onto any
33 county, township, or municipal highway for a distance of
34 5 highway miles for the purpose of loading and unloading,

1 provided:
2 (A) The vehicle does not exceed 73,280 pounds
3 in gross weight and 8 feet 6 inches in width.
4 (B) There is no sign prohibiting that access.
5 (C) The route is not being used as a
6 thoroughfare between State designated highways.
7 (2) From any State designated highway onto any
8 county or township highway for a distance of 5 highway
9 miles or onto any municipal highway for a distance of one
10 highway mile for the purpose of food, fuel, repairs, and
11 rest, provided:
12 (A) The vehicle does not exceed 73,280 pounds
13 in gross weight and 8 feet 6 inches in width.
14 (B) There is no sign prohibiting that access.
15 (C) The route is not being used as a
16 thoroughfare between State designated highways.
17 (e-2) Except as provided in subsection (e-3),
18 combinations of vehicles over 65 feet in length, with no
19 overall length limitation except as provided in subsections
20 (d) and (e) of this Section, are allowed access as follows:
21 (1) From a Class I highway onto any street or
22 highway for a distance of one highway mile for the
23 purpose of loading, unloading, food, fuel, repairs, and
24 rest, provided there is no sign prohibiting that access.
25 (2) From a Class I or Class II highway onto any
26 State highway or any locally designated highway for a
27 distance of 5 highway miles for the purpose of loading,
28 unloading, food, fuel, repairs, and rest.
29 (e-3) Combinations of vehicles over 65 feet in length
30 operated by household goods carriers, with no overall length
31 limitations except as provided in subsections (d) and (e) of
32 this Section, have unlimited access to points of loading and
33 unloading.
34 Section 5-35 of the Illinois Administrative Procedure Act

1 relating to procedures for rulemaking shall not apply to the
2 designation of highways under this paragraph (e).
3 (f) On Class III and other non-designated State
4 highways, the length limitations for vehicles in combination
5 are as follows:
6 (1) Truck tractor-semitrailer combinations, must
7 comply with either a maximum 55 feet overall wheel base
8 or a maximum 65 feet extreme overall dimension.
9 (2) Semitrailers, unladen or with load, may not
10 exceed 53 feet overall dimension.
11 (3) No truck tractor-semitrailer-trailer
12 combination may exceed 60 feet extreme overall dimension.
13 (4) The distance between the kingpin and the center
14 axle of a semitrailer longer than 48 feet, in combination
15 with a truck tractor, may not exceed 42 feet 6 inches.
16 (g) Length limitations in the preceding subsections of
17 this Section 15-107 do not apply to the following:
18 (1) Vehicles operated in the daytime, except on
19 Saturdays, Sundays, or legal holidays, when transporting
20 poles, pipe, machinery, or other objects of a structural
21 nature that cannot readily be dismembered, provided the
22 overall length of vehicle and load may not exceed 100
23 feet and no object exceeding 80 feet in length may be
24 transported unless a permit has been obtained as
25 authorized in Section 15-301.
26 (2) Vehicles and loads operated by a public utility
27 while en route to make emergency repairs to public
28 service facilities or properties, but during night
29 operation every vehicle and its load must be equipped
30 with a sufficient number of clearance lamps on both sides
31 and marker lamps upon the extreme ends of any projecting
32 load to clearly mark the dimensions of the load.
33 (3) A tow truck in combination with a disabled
34 vehicle or combination of disabled vehicles, provided the

1 towing vehicle meets the following conditions:
2 (A) It is specifically designed as a tow truck
3 having a gross vehicle weight rating of at least
4 18,000 pounds and equipped with air brakes, provided
5 that air brakes are required only if the towing
6 vehicle is towing a vehicle, semitrailer, or
7 tractor-trailer combination that is equipped with
8 air brakes.
9 (B) It is equipped with flashing, rotating, or
10 oscillating amber lights, visible for at least 500
11 feet in all directions.
12 (C) It is capable of utilizing the lighting
13 and braking systems of the disabled vehicle or
14 combination of vehicles.
15 (D) It does not engage in a tow exceeding 50
16 miles from the initial point of wreck or
17 disablement.
18 The Department may by rule or regulation prescribe
19 additional requirements regarding length limitations for a
20 tow truck towing another vehicle.
21 For the purpose of this subsection, gross vehicle weight
22 rating, or GVWR, shall mean the value specified by the
23 manufacturer as the loaded weight of the tow truck. Legal
24 holidays referred to in this Section shall be specified as
25 the day on which the following traditional holidays are
26 celebrated:
27 New Year's Day;
28 Memorial Day;
29 Independence Day;
30 Labor Day;
31 Thanksgiving Day; and
32 Christmas Day.
33 (h) The load upon any vehicle operated alone, or the
34 load upon the front vehicle of a combination of vehicles,

1 shall not extend more than 3 feet beyond the front wheels of
2 the vehicle or the front bumper of the vehicle if it is
3 equipped with a front bumper. The provisions of this
4 subsection (h) shall not apply to any vehicle or combination
5 of vehicles specifically designed for the collection and
6 transportation of waste, garbage, or recyclable materials
7 during the vehicle's operation in the course of collecting
8 garbage, waste, or recyclable materials if the vehicle is
9 traveling at a speed not in excess of 15 miles per hour
10 during the vehicle's operation and in the course of
11 collecting garbage, waste, or recyclable materials. However,
12 in no instance shall the load extend more than 7 feet beyond
13 the front wheels of the vehicle or the front bumper of the
14 vehicle if it is equipped with a front bumper.
15 (i) The load upon the front vehicle of a combination of
16 vehicles specifically designed to transport motor vehicles
17 shall not extend more than 3 feet beyond the foremost part of
18 the transporting vehicle and the load upon the rear
19 transporting vehicle shall not extend more than 4 feet beyond
20 the rear of the bed or body of the vehicle. This paragraph
21 shall only be applicable upon highways designated in
22 paragraphs (d) and (e) of this Section.
23 (j) Articulated vehicles comprised of 2 sections,
24 neither of which exceeds a length of 42 feet, designed for
25 the carrying of more than 10 persons, may be up to 60 feet in
26 length, not including energy absorbing bumpers, provided that
27 the vehicles are:
28 1. operated by or for any public body or motor
29 carrier authorized by law to provide public
30 transportation services; or
31 2. operated in local public transportation service
32 by any other person and the municipality in which the
33 service is to be provided approved the operation of the
34 vehicle.

10 (a) On non-designated highways, no vehicle or
11 combination of vehicles equipped with pneumatic tires may be
12 operated, unladen or with load, when the total weight
13 transmitted to the road surface exceeds 18,000 pounds on a
14 single axle or 32,000 pounds on a tandem axle with no axle
15 within the tandem exceeding 18,000 pounds except:
16 (1) when a different limit is established and
17 posted in accordance with Section 15-316 of this Code;
18 (2) vehicles for which the Department of
19 Transportation and local authorities issue overweight
20 permits under authority of Section 15-301 of this Code;
21 (3) tow trucks subject to the conditions provided
22 in subsection (d) may not exceed 24,000 pounds on a
23 single rear axle or 44,000 pounds on a tandem rear axle;
24 (4) any single axle of a 2-axle truck weighing
25 36,000 pounds or less and not a part of a combination of
26 vehicles, shall not exceed 20,000 pounds;
27 (5) any single axle of a 2-axle truck equipped with
28 a personnel lift or digger derrick, weighing 36,000
29 pounds or less, owned and operated by a public utility,
30 shall not exceed 20,000 pounds;
31 (6) any single axle of a 2-axle truck specially
32 equipped with a front loading compactor used exclusively
33 for garbage, refuse, or recycling may not exceed 20,000

1 pounds per axle, provided that the gross weight of the
2 vehicle does not exceed 40,000 pounds;
3 (7) a truck, not in combination and specially
4 equipped with a selfcompactor or an industrial roll-off
5 hoist and roll-off container, used exclusively for
6 garbage or refuse operations may, when laden, transmit
7 upon the road surface the following maximum weights:
8 22,000 pounds on a single axle; 40,000 pounds on a tandem
9 axle;
10 (8) a truck, not in combination and used
11 exclusively for the collection of rendering materials,
12 may, when laden, transmit upon the road surface the
13 following maximum weights: 22,000 pounds on a single
14 axle; 40,000 pounds on a tandem axle;
15 (9) tandem axles on a 3-axle truck registered as a
16 Special Hauling Vehicle, manufactured prior to or in the
17 model year of 2004 and first registered in Illinois prior
18 to January 1, 2005, with a distance greater than 72
19 inches but not more than 96 inches between any series of
20 2 axles, is allowed a combined weight on the series not
21 to exceed 36,000 pounds and neither axle of the series
22 may exceed 18,000 pounds. Any vehicle of this type
23 manufactured after the model year of 2004 or first
24 registered in Illinois after December 31, 2004 may not
25 exceed a combined weight of 32,000 pounds through the
26 series of 2 axles and neither axle of the series may
27 exceed 18,000 pounds;
28 (10) tandem axles on a 4-axle truck mixer, whose
29 fourth axle is a road surface engaging mixer trailing
30 axle, registered as a Special Hauling Vehicle, used
31 exclusively for the mixing and transportation of concrete
32 and manufactured prior to or in the model year of 2004
33 and first registered in Illinois prior to January 1,
34 2005, with a distance greater than 72 inches but not more

1 than 96 inches between any series of 2 axles, is allowed
2 a combined weight on the series not to exceed 36,000
3 pounds and neither axle of the series may exceed 18,000
4 pounds. Any vehicle of this type manufactured after the
5 model year of 2004 or first registered in Illinois after
6 December 31, 2004 may not exceed a combined weight of
7 32,000 pounds through the series of 2 axles and neither
8 axle of the series may exceed 18,000 pounds;
9 (11) 4-axle vehicles or a 5 or more axle
10 combination of vehicles: The weight transmitted upon the
11 road surface through any series of 3 axles whose centers
12 are more than 96 inches apart, measured between extreme
13 axles in the series, may not exceed those allowed in the
14 table contained in subsection (f) of this Section. No
15 axle or tandem axle of the series may exceed the maximum
16 weight permitted under this Section for a single or
17 tandem axle.
18 No vehicle or combination of vehicles equipped with other
19 than pneumatic tires may be operated, unladen or with load,
20 upon the highways of this State when the gross weight on the
21 road surface through any wheel exceeds 800 pounds per inch
22 width of tire tread or when the gross weight on the road
23 surface through any axle exceeds 16,000 pounds.
24 (b) On non-designated highways, the gross weight of
25 vehicles and combination of vehicles including the weight of
26 the vehicle or combination and its maximum load shall be
27 subject to the foregoing limitations and further shall not
28 exceed the following gross weights dependent upon the number
29 of axles and distance between extreme axles of the vehicle or
30 combination measured longitudinally to the nearest foot.

23 (c) Cities having a population of more than 50,000 may
24 permit by ordinance axle loads on 2 axle motor vehicles 33
25 1/2% above those provided for herein, but the increase shall
26 not become effective until the city has officially notified
27 the Department of the passage of the ordinance and shall not
28 apply to those vehicles when outside of the limits of the
29 city, nor shall the gross weight of any 2 axle motor vehicle
30 operating over any street of the city exceed 40,000 pounds.
31 (d) Weight limitations shall not apply to vehicles
32 (including loads) operated by a public utility when

1 transporting equipment required for emergency repair of
2 public utility facilities or properties or water wells.
3 A combination of vehicles, including a tow truck and a
4 disabled vehicle or disabled combination of vehicles, that
5 exceeds the weight restriction imposed by this Code, may be
6 operated on a public highway in this State provided that
7 neither the disabled vehicle nor any vehicle being towed nor
8 the tow truck itself shall exceed the weight limitations
9 permitted under this Chapter. During the towing operation,
10 neither the tow truck nor the vehicle combination shall
11 exceed 24,000 pounds on a single rear axle and 44,000 pounds
12 on a tandem rear axle, provided the towing vehicle:
13 (1) is specifically designed as a tow truck having
14 a gross vehicle weight rating of at least 18,000 pounds
15 and is equipped with air brakes, provided that air brakes
16 are required only if the towing vehicle is towing a
17 vehicle, semitrailer, or tractor-trailer combination that
18 is equipped with air brakes;
19 (2) is equipped with flashing, rotating, or
20 oscillating amber lights, visible for at least 500 feet
21 in all directions;
22 (3) is capable of utilizing the lighting and
23 braking systems of the disabled vehicle or combination of
24 vehicles; and
25 (4) does not engage in a tow exceeding 20 miles
26 from the initial point of wreck or disablement. Any
27 additional movement of the vehicles may occur only upon
28 issuance of authorization for that movement under the
29 provisions of Sections 15-301 through 15-319 of this
30 Code.
31 Gross weight limits shall not apply to the combination of
32 the tow truck and vehicles being towed. The tow truck
33 license plate must cover the operating empty weight of the
34 tow truck only. The weight of each vehicle being towed shall

1 be covered by a valid license plate issued to the owner or
2 operator of the vehicle being towed and displayed on that
3 vehicle. If no valid plate issued to the owner or operator of
4 that vehicle is displayed on that vehicle, or the plate
5 displayed on that vehicle does not cover the weight of the
6 vehicle, the weight of the vehicle shall be covered by the
7 third tow truck plate issued to the owner or operator of the
8 tow truck and temporarily affixed to the vehicle being towed.
9 The Department may by rule or regulation prescribe
10 additional requirements. However, nothing in this Code shall
11 prohibit a tow truck under instructions of a police officer
12 from legally clearing a disabled vehicle, that may be in
13 violation of weight limitations of this Chapter, from the
14 roadway to the berm or shoulder of the highway. If in the
15 opinion of the police officer that location is unsafe, the
16 officer is authorized to have the disabled vehicle towed to
17 the nearest place of safety.
18 For the purpose of this subsection, gross vehicle weight
19 rating, or GVWR, shall mean the value specified by the
20 manufacturer as the loaded weight of the tow truck.
21 (e) No vehicle or combination of vehicles equipped with
22 pneumatic tires shall be operated, unladen or with load, upon
23 the highways of this State in violation of the provisions of
24 any permit issued under the provisions of Sections 15-301
25 through 15-319 of this Chapter.
26 (f) On designated Class I, II, or III highways and the
27 National System of Interstate and Defense Highways, no
28 vehicle or combination of vehicles with pneumatic tires may
29 be operated, unladen or with load, when the total weight on
30 the road surface exceeds the following: 20,000 pounds on a
31 single axle; 34,000 pounds on a tandem axle with no axle
32 within the tandem exceeding 20,000 pounds; 80,000 pounds
33 gross weight for vehicle combinations of 5 or more axles; or
34 a total weight on a group of 2 or more consecutive axles in

1 excess of that weight produced by the application of the
2 following formula: W = 500 times the sum of (LN divided by
3 N-1) + 12N + 36, where "W" equals overall total weight on any
4 group of 2 or more consecutive axles to the nearest 500
5 pounds, "L" equals the distance measured to the nearest foot
6 between extremes of any group of 2 or more consecutive axles,
7 and "N" equals the number of axles in the group under
8 consideration.

17 Local authorities and road district highway
18 commissioners, with respect to streets and highways under
19 their jurisdiction, without additional fees, may also by
20 ordinance or resolution allow the weight limitations of this
21 subsection, provided the maximum gross weight on any one axle
22 shall not exceed 20,000 pounds and the maximum total weight
23 on any tandem axle shall not exceed 34,000 pounds, on
24 designated highways when appropriate regulatory signs giving
25 notice are erected upon the street or highway or portion of
26 any street or highway affected by the ordinance or
27 resolution.
28 The following are exceptions to the above formula:
29 (1) Two consecutive sets of tandem axles may carry
30 a total weight of 34,000 pounds each if the overall
31 distance between the first and last axles of the
32 consecutive sets of tandem axles is 36 feet or more.
33 (2) Vehicles for which a different limit is
34 established and posted in accordance with Section 15-316

1 of this Code.
2 (3) Vehicles for which the Department of
3 Transportation and local authorities issue overweight
4 permits under authority of Section 15-301 of this Code.
5 These vehicles are not subject to the bridge formula.
6 (4) Tow trucks subject to the conditions provided
7 in subsection (d) may not exceed 24,000 pounds on a
8 single rear axle or 44,000 pounds on a tandem rear axle.
9 (5) A tandem axle on a 3-axle truck registered as a
10 Special Hauling Vehicle, manufactured prior to or in the
11 model year of 2004, and registered in Illinois prior to
12 January 1, 2005, with a distance between 2 axles in a
13 series greater than 72 inches but not more than 96 inches
14 may not exceed a total weight of 36,000 pounds and
15 neither axle of the series may exceed 18,000 pounds.
16 (6) A truck not in combination, equipped with a
17 self compactor or an industrial roll-off hoist and
18 roll-off container, used exclusively for garbage or
19 refuse operations, may, when laden, transmit upon the
20 road surface, except when on part of the National System
21 of Interstate and Defense Highways, the following maximum
22 weights: 22,000 pounds on a single axle; 40,000 pounds on
23 a tandem axle; 36,000 pounds gross weight on a 2-axle
24 vehicle; 54,000 pounds gross weight on a 3-axle vehicle.
25 This vehicle is not subject to the bridge formula.
26 (7) Combinations of vehicles, registered as Special
27 Hauling Vehicles that include a semitrailer manufactured
28 prior to or in the model year of 2004, and registered in
29 Illinois prior to January 1, 2005, having 5 axles with a
30 distance of 42 feet or less between extreme axles, may
31 not exceed the following maximum weights: 18,000 pounds
32 on a single axle; 32,000 pounds on a tandem axle; and
33 72,000 pounds gross weight. This combination of vehicles
34 is not subject to the bridge formula. For all those

1 combinations of vehicles that include a semitrailer
2 manufactured after the effective date of this amendatory
3 Act of the 92nd General Assembly, the overall distance
4 between the first and last axles of the 2 sets of tandems
5 must be 18 feet 6 inches or more. Any combination of
6 vehicles that has had its cargo container replaced in its
7 entirety after December 31, 2004 may not exceed the
8 weights allowed by the bridge formula.
9 No vehicle or combination of vehicles equipped with other
10 than pneumatic tires may be operated, unladen or with load,
11 upon the highways of this State when the gross weight on the
12 road surface through any wheel exceeds 800 pounds per inch
13 width of tire tread or when the gross weight on the road
14 surface through any axle exceeds 16,000 pounds.
15 (f-1) A vehicle and load not exceeding 73,280 pounds is
16 allowed access as follows:
17 (1) From any State designated highway onto any
18 county, township, or municipal highway for a distance of
19 5 highway miles for the purpose of loading and unloading,
20 provided:
21 (A) The vehicle and load does not exceed 8
22 feet 6 inches in width and 65 feet overall length.
23 (B) There is no sign prohibiting that access.
24 (C) The route is not being used as a
25 thoroughfare between State designated highways.
26 (2) From any State designated highway onto any
27 county or township highway for a distance of 5 highway
28 miles, or any municipal highway for a distance of one
29 highway mile for the purpose of food, fuel, repairs, and
30 rest, provided:
31 (A) The vehicle and load does not exceed 8
32 feet 6 inches in width and 65 feet overall length.
33 (B) There is no sign prohibiting that access.
34 (C) The route is not being used as a

1 thoroughfare between State designated highways.
2 (f-2) A vehicle and load greater than 73,280 pounds in
3 weight but not exceeding 80,000 pounds is allowed access as
4 follows:
5 (1) From a Class I highway onto any street or
6 highway for a distance of one highway mile for the
7 purpose of loading, unloading, food, fuel, repairs, and
8 rest, provided there is no sign prohibiting that access.
9 (2) From a Class I, II, or III highway onto any
10 State highway or any local designated highway for a
11 distance of 5 highway miles for the purpose of loading,
12 unloading, food, fuel, repairs, and rest.
13 Section 5-35 of the Illinois Administrative Procedure Act
14 relating to procedures for rulemaking shall not apply to the
15 designation of highways under this subsection.
16 (g) No person shall operate a vehicle or combination of
17 vehicles over a bridge or other elevated structure
18 constituting part of a highway with a gross weight that is
19 greater than the maximum weight permitted by the Department,
20 when the structure is sign posted as provided in this
21 Section.
22 (h) The Department upon request from any local authority
23 shall, or upon its own initiative may, conduct an
24 investigation of any bridge or other elevated structure
25 constituting a part of a highway, and if it finds that the
26 structure cannot with safety to itself withstand the weight
27 of vehicles otherwise permissible under this Code the
28 Department shall determine and declare the maximum weight of
29 vehicles that the structures can withstand, and shall cause
30 or permit suitable signs stating maximum weight to be erected
31 and maintained before each end of the structure. No person
32 shall operate a vehicle or combination of vehicles over any
33 structure with a gross weight that is greater than the posted
34 maximum weight.

1 (i) Upon the trial of any person charged with a
2 violation of subsections (g) or (h) of this Section, proof of
3 the determination of the maximum allowable weight by the
4 Department and the existence of the signs, constitutes
5 conclusive evidence of the maximum weight that can be
6 maintained with safety to the bridge or structure.

9 Sec. 15-316. When the Department, or local authority or
10 road district highway commissioner may restrict right to use
11 highways.
12 (a) Local authorities and road district highway
13 commissioners with respect to highways under their
14 jurisdiction may by ordinance or resolution prohibit the
15 operation of vehicles upon any such highway or impose
16 restrictions as to the weight of vehicles to be operated upon
17 any such highway, for a total period of not to exceed 90 days
18 in any one calendar year, whenever any said highway by reason
19 of deterioration, rain, snow, or other climate conditions
20 will be seriously damaged or destroyed unless the use of
21 vehicles thereon is prohibited or the permissible weights
22 thereof reduced.
23 (b) The local authority or road district highway
24 commissioner enacting any such ordinance or resolution shall
25 erect or cause to be erected and maintained signs designating
26 the provision of the ordinance or resolution at each end of
27 that portion of any highway affected thereby, and the
28 ordinance or resolution shall not be effective unless and
29 until such signs are erected and maintained.
30 (c) Local authorities and road district highway
31 commissioners with respect to highways under their
32 jurisdiction may also, by ordinance or resolution, prohibit
33 the operation of trucks or other commercial vehicles, or may

1 impose limitations as the weight thereof, on designated
2 highways, which prohibitions and limitations shall be
3 designated by appropriate signs placed on such highways.
4 (c-1) (Blank).
5 (d) The Department shall likewise have authority as
6 hereinbefore granted to local authorities and road district
7 highway commissioners to determine by resolution and to
8 impose restrictions as to the weight of vehicles operated
9 upon any highway under the jurisdiction of said department,
10 and such restrictions shall be effective when signs giving
11 notice thereof are erected upon the highway or portion of any
12 highway affected by such resolution.

15 (e) When any vehicle is operated in violation of this
16 Section, the owner or driver of the vehicle shall be deemed
17 guilty of a violation and either the owner or the driver of
18 the vehicle may be prosecuted for the violation. Any person,
19 firm, or corporation convicted of violating this Section
20 shall be fined $50 for any weight exceeding the posted limit
21 up to the axle or gross weight limit allowed a vehicle as
22 provided for in subsections (a) or (b) of Section 15-111 and
23 $75 per every 500 pounds or fraction thereof for any weight
24 exceeding that which is provided for in subsections (a) or
25 (b) of Section 15-111.
26 (f) A municipality is authorized to enforce a county
27 weight limit ordinance applying to county highways within its
28 corporate limits and is entitled to the proceeds of any fines
29 collected from the enforcement.
