 1        AN ACT in relation to higher education.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Board of Higher Education Act is  amended
 5    by changing Section 3 as follows:

 6        (110 ILCS 205/3) (from Ch. 144, par. 183)
 7        Sec. 3. Terms; vacancies.
 8        (a)  The  members  of  the  Board  whose appointments are
 9    subject to confirmation by the Senate shall be  selected  for
10    6-year  terms  expiring  on January 31 of odd numbered years.
11    Of the initial appointees, however, 2 shall be designated  by
12    the Governor to serve until January 31, 1963, 3 until January
13    31, 1965, and 3 until January 31, 1967.
14        Of  the  2 appointees to be made by the Governor pursuant
15    to this Act as amended by  the  75th  General  Assembly,  one
16    shall  be  designated to serve until January 31, 1971 and one
17    until January 31, 1973.
18        (b)  The members of the Board  shall  continue  to  serve
19    after  the  expiration  of their terms until their successors
20    have been appointed.
21        (c)  Vacancies on the Board in offices appointed  by  the
22    Governor  shall  be filled by appointment by the Governor for
23    the unexpired term. If the appointment is subject  to  Senate
24    confirmation and the Senate is not in session or is in recess
25    when  the  appointment  is  made,  the  appointee shall serve
26    subject to subsequent Senate approval of the appointment.
27        (d)  The student member shall serve a term  of  one  year
28    beginning  on  July  1  of each year, except that the student
29    member initially selected shall serve a term beginning on the
30    date  of  the  such  selection  and  expiring  on  the   next
31    succeeding June 30.

 1        (e)  The   member   of   the  Board  representing  public
 2    university governing boards  and  the  member  of  the  Board
 3    representing   private   college  and  university  boards  of
 4    trustees, who are appointed by the Governor but  not  subject
 5    to  confirmation by the Senate, shall serve terms of one year
 6    beginning on July 1.
