Amend House Bill 1679 by replacing 3 the title with the following: 4 "AN ACT concerning presidential and vice-presidential 5 electors."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The Election Code is amended by changing 9 Section 21-1 and by adding Section 1-8 as follows: 10 (10 ILCS 5/1-8 new) 11 Sec. 1-8. Awarding presidential and vice-presidential 12 electors. The State's presidential and vice-presidential 13 electors shall be awarded as follows: 14 (1) One to the winner of the popular vote in each 15 congressional district. 16 (2) Two to the winner of the statewide popular 17 vote. 18 (10 ILCS 5/21-1) (from Ch. 46, par. 21-1) 19 Sec. 21-1. Choosing and election of electors of President -2- LRB093 05867 JAM 11956 a 1 and Vice-President of the United States shall be in the 2 following manner: 3 (a) In each year in which a President and Vice-President 4 of the United States are chosen, each political party or 5 group in this State shall choose by its State Convention one 6 electorelectorsof President and Vice-President of the 7 United States from each congressional district and such State 8 Convention of such party or group shall also choose 2 9 electors at large,if any are to be appointed for this State10 and such State Convention of such party or group shall by its 11 chairman and secretary certify the total list of such 12 electors together with electors at large so chosen to the 13 State Board of Elections. 14 The filing of such certificate with the Board, of such 15 choosing of electors shall be deemed and taken to be the 16 choosing and selection of the electors of this State, if such 17 party or group is successful at the polls as herein provided 18 in choosing their candidates for President and Vice-President 19 of the United States. 20 (b) The names of the candidates of the several political 21 parties or groups for electors of President and 22 Vice-President shall not be printed on the official ballot to 23 be voted in the election to be held on the day in this Act 24 above named. In lieu of the names of the candidates for such 25 electors of President and Vice-President, immediately under 26 the appellation of party name of a party or group in the 27 column of its candidates on the official ballot, to be voted 28 at said election first above named in subsection (1) of 29 Section 2A-1.2 and Section 2A-2, there shall be printed 30 within a bracket the name of the candidate for President and 31 the name of the candidate for Vice-President of such party or 32 group with a square to the left of such bracket. Each voter 33 in this State from the several lists or sets of electors so 34 chosen and selected by the said respective political parties -3- LRB093 05867 JAM 11956 a 1 or groups, may choose and elect one of such lists or sets of 2 electors by placing a cross in the square to the left of the 3 bracket aforesaid of one of such parties or groups. Placing a 4 cross within the square before the bracket enclosing the 5 names of President and Vice-President shall not be deemed and 6 taken as a direct vote for such candidates for President and 7 Vice-President, or either of them, but shall only be deemed 8 and taken to be a vote for the entire list or set of electors 9 chosen by that political party or group so certified to the 10 State Board of Elections as herein provided. Voting by means 11 of placing a cross in the appropriate place preceding the 12 appellation or title of the particular political party or 13 group, shall not be deemed or taken as a direct vote for the 14 candidates for President and Vice-President, or either of 15 them, but instead to the Presidential vote, as a vote for the 16 entire list or set of electors chosen by that political party 17 or group so certified to the State Board of Elections as 18 herein provided. 19 (c) Such certification by the respective political 20 parties or groups in this State of electors of President and 21 Vice-President shall be made to the State Board of Elections 22 within 2 days after such State convention. 23 (d) Should more than one certificate of choice and 24 selection of electors of the same political party or group be 25 filed by contesting conventions or contesting groups, it 26 shall be the duty of the State Board of Elections within 10 27 days after the adjournment of the last of such conventions to 28 meet and determine which set of nominees for electors of such 29 party or group was chosen and selected by the authorized 30 convention of such party or group. The Board, after notice to 31 the chairman and secretaries or managers of the conventions 32 or groups and after a hearing shall determine which set of 33 electors was so chosen by the authorized convention and shall 34 so announce and publish the fact, and such decision shall be -4- LRB093 05867 JAM 11956 a 1 final and the set of electors so determined upon by the 2 electoral board to be so chosen shall be the list or set of 3 electors to be deemed elected if that party shall be 4 successful at the polls, as herein provided. 5 (e) Should a vacancy occur in the choice of an elector 6 in a congressional district, such vacancy may be filled by 7 the executive committee of the party or group for such 8 congressional district, to be certified by such committee to 9 the State Board of Elections. Should a vacancy occur in the 10 office of elector at large, such vacancy shall be filled by 11 the State committee of such political party or group, and 12 certified by it to the State Board of Elections. 13 (f) Electors shall be awarded to presidential and 14 vice-presidential candidates as provided in Section 1-8. 15 (Source: P.A. 84-861.)".
