 1        AN ACT concerning payroll deductions.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Voluntary Payroll Deductions Act of 1983
 5    is amended by changing Section 6 as follows:

 6        (5 ILCS 340/6) (from Ch. 15, par. 506)
 7        Sec. 6.  Pursuant to the provision of  Section  5,  rules
 8    shall   be  promulgated  which  establish  a  period  between
 9    September 1  and  November  30  during  which  all  qualified
10    organizations  and United Funds shall be permitted to solicit
11    State employees for voluntary contributions at  their  places
12    of work. However, State and university employees hired at any
13    time  after  the  official  8-week  campaign  period may make
14    voluntary  contributions  through  payroll  withholding.  The
15    informational  materials  from  the  immediately  prior  SECA
16    campaign period may be provided to  each  such  employee.  No
17    organization  shall solicit State employees for contributions
18    at their places of work, except pursuant to the provisions of
19    this Act and the rules promulgated thereunder.

21        Section 99.  Effective date.  This Act takes effect  upon
22    becoming law.
