1 AN ACT regarding higher education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Public Community College Act is amended
5 by changing Section 3-7.24 as follows:
6 (110 ILCS 805/3-7.24) (from Ch. 122, par. 103-7.24)
7 Sec. 3-7.24. (a) Except as otherwise provided in this
8 subsection (a), each community college board shall have one
9 non-voting member who is a student enrolled in the community
10 college under the jurisdiction of the board. The One
11 non-voting student member shall also be selected in a
12 multi-campus district districts to represent all campuses in
13 that district those districts. In multi-campus districts, the
14 campus from which the member is selected shall be determined
15 by lot each year provided that no campus shall twice have
16 selected a non-voting student member until all campuses in
17 the district have once been represented on the district
18 board. The same procedure shall be followed until all
19 campuses have been represented a second time, a third time,
20 and subsequent times. Notwithstanding any other provision of
21 this subsection (a), beginning July 1, 2003, the board of a
22 multi-campus district may elect to have one student member
23 selected from each campus in the district instead of one
24 student member who represents all campuses in the district.
25 (b) The method of selecting a these student member
26 members shall be determined by campus-wide student
27 referendum.
28 A The student member members shall serve a term of one
29 year beginning on April 15 of each year, except that the
30 student member initially selected shall serve a term
31 beginning on the date of selection and expiring on the next

1 succeeding June 30.
2 (c) The Nonvoting student members shall have all of the
3 privileges of membership, including the right to make and
4 second motions and to attend executive sessions, other than
5 the right to vote.

7 Section 99. Effective date. This Act takes effect upon
8 becoming law.
