 1        AN ACT in relation to land.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5.  Upon the payment of the sum of $530.00 to the
 5    State of Illinois, and subject to the conditions set forth in
 6    Section  900  of  this Act, the easement for highway purposes
 7    acquired by the People of the State of Illinois  is  released
 8    over  and through the following described land in Rock Island
 9    County, Illinois:

10    Parcel No. 2DRI028

11        Part of the Southeast Quarter of Section 3,  Township  17
12    North,  Range  1 West of the Fourth Principal Meridian in the
13    City of  Moline,  Rock  Island  County,  Illinois,  and  more
14    particularly described as follows:
15        Commencing  at the north right-of-way line of 23rd Avenue
16        and the southeast corner of South Moline Township 80  (as
17        recorded  in  the  Rock Island County Courthouse); thence
18        North 89 degrees 35 minutes 10 seconds West,  20.00  feet
19        to  the  Point  of Beginning of Easement; thence North 00
20        degrees 23 minutes 38 seconds  West,  118.65  feet  to  a
21        point;  thence  North  32  degrees  23 minutes 38 seconds
22        West, 163.92 feet to a point; thence North 57 degrees  36

11    west  of  Lourdes  Road,  County  Highway No. 19 described as
12    follows, with bearings being for descriptive purposes only:
13        Commencing at a stone marking the northeast corner of the
14        Southeast Quarter of Section 32; thence South 88  degrees
15        59  minutes  03 seconds West along the north line of said
16        Southeast Quarter of Section 32, 497.47 feet to  a  point
17        that  is  40.00  feet  normally distant and southwesterly

18        Illinois.

19        The property may be used only for public purposes or  the
20        easement shall revert without further action to the State
21        of Illinois.

22        Section    915.  According    to    the   terms   of   an
23    intergovernmental agreement between the County of DuPage  and
24    the  State  of  Illinois,  and  subject to the conditions set
25    forth in Section  917  of  this  Act,  the  Director  of  the
26    Illinois Department of Corrections is authorized to execute a
27    Grant  of  Temporary Construction Easement over the following
28    described land in the following described parcel 26.2  TE  in
29    the County of DuPage in exchange for the fair market value of
30    that easement:

31        Parcel 26.2 TE:

32        That part of the Northeast Quarter of Section 4, Township

 2        lying North of the Center line of Ferry Road, which  lies
 3        west of a line described as follows: Beginning at a point
 4        in  the  center  line  of  said Ferry Road, 65.380 meters
 5        (214.50 feet) west of the northerly right of way line  of
 6        the  Chicago,  Aurora and Elgin Railroad; thence North 02
 7        Degrees 38 Minutes West to the North line of said Section
 8        4, and east of a line described as follows: Beginning  at
 9        a  point  on  said  north line of said Section 4 which is
10        90.123 meters (4.48 chains) east of the  Quarter  Section
11        post  in the south line of Section 33, Township 39 North,
12        Range 9 East of the Third Principal Meridian, and running
13        thence  South  3  Degrees  West,  243.615  meters  (12.11
14        chains) to the center line of said Ferry Road (except the
15        east 98.146 meters (322.00 feet), as measured  along  the
16        south line thereof) in DuPage County, Illinois.

17        Parcel 26.2 TE is that part of the above described parcel
18        taken  for  Temporary  Easement  Purposes,  described  as
19        follows:  Commencing at the intersection of the northerly
20        line of the Chicago, Aurora and Elgin  Railroad  and  the
21        center  line  of  Ferry  Road; thence North 89 Degrees 12
22        Minutes  36  Seconds  west  along  said  center  line,  a
23        distance of 65.332 meters; thence  North  89  Degrees  16
24        Minutes  36  Seconds  west  along  said  center  line,  a
25        distance  of  98.147  meters  thence  North 02 Degrees 50
26        Minutes 34 Seconds east, a distance of 23.539 meters  for
27        a  point of beginning, thence North 89 Degrees 39 Minutes
28        43 Seconds west, a distance of 2.116 meters; thence North
29        00 Degrees 20 Minutes 21  Seconds  east,  a  distance  of
30        5.012  meters;  thence  South  89  Degrees  39 Minutes 43
31        Seconds east, a distance of 2.335 meters; thence South 02
32        Degrees 50 Minutes 34 Seconds west, a distance  of  5.017
33        meters  to  the  point  of  beginning,  in DuPage County,
34        Illinois.

 4        Section  917.  The Director of the Illinois Department of
 5    Corrections shall obtain a certified copy of the portions  of
 6    this Act containing the title, enacting clause, the effective
 7    date, the appropriate Section or Sections containing the land
 8    descriptions  of  the property to be transferred or otherwise
 9    affected, and this Section within 60 days after its effective
10    date and, upon receipt of payment required by the Section  or
11    Sections,  if  any  payment  is  required,  shall  record the
12    certified document in the Recorder's Office in the county  in
13    which the land is located.

14        Section  920.  Subject  to  the  conditions  set forth in
15    Section 927 of this Act, the Director of  the  Department  of
16    Natural  Resources,  on  behalf  of the State of Illinois, is
17    authorized to execute and deliver  to  Springfield  Plastics,
18    Inc.,  a Nevada Corporation, with offices at 7300 West State,
19    Route  104,  Auburn,  Illinois,  hereinafter   "Grantee",   a
20    quitclaim  deed to the following described real property, for
21    and in consideration of the fencing and trees to be  provided
22    by  Grantee  as  hereinafter  specified under Section 925, to
23    wit:
24        Part of the Southwest Quarter of Section 8,  Township  13
25        North,  Range  6  West  of  the Third Principal Meridian,
26        Sangamon  County,   Illinois,   described   as   follows:
27        Beginning  at  an  iron  pipe  at the intersection of the
28        Southerly right-of-way line of State Route  104  and  the
29        Easterly  line  of the abandoned Chicago and Northwestern
30        Railroad right-of-way;  thence  Southwesterly  along  the
31        Easterly  line  of  said abandoned Railroad right-of-way,
32        1563.58 feet to an iron pin; thence  West  parallel  with

 1        the  North  line of the Southeast Quarter of said Section
 2        8, to a point 20.00 feet Westerly of and  perpendicularly
 3        distant from the Easterly line of said abandoned Railroad
 4        right-of-way;  thence  Northeasterly  parallel  with  the
 5        Easterly line of said abandoned Railroad right-of-way, to
 6        the  Southerly  right-of-way  line of Illinois Route 104;
 7        thence Easterly along said Southerly  right-of-way  line,
 8        to the Point of Beginning, containing 0.71 acres, more or
 9        less.

10        Section 925.  As full consideration for the conveyance of
11    the  real  property  described in Section 920, Grantee shall:
12    (1) provide all material, equipment  and  labor  required  to
13    erect  a  chain-link  fence, with a minimum height of 6 feet,
14    along the Westerly line of such real property, running from a
15    point  near  the  Southwest  corner  of  Grantee's   existing
16    building to the Southwest corner of such real property, being
17    approximately  700  feet  in  length;  and  (2)  provide  all
18    material,  equipment  and  labor  required to plant 4 (2 inch
19    minimum caliper) oak trees on adjoining real property  to  be
20    retained  by the Department of Natural Resources, as directed
21    by the Department.

22        Section 927.  The Director of the Department  of  Natural
23    Resources  shall  obtain  a certified copy of the portions of
24    this Act containing the title, enacting clause, the effective
25    date, the appropriate Section or Sections containing the land
26    descriptions of the property to be transferred  or  otherwise
27    affected, and this Section within 60 days after its effective
28    date  and, upon receipt of payment required by the Section or
29    Sections, if  any  payment  is  required,  shall  record  the
30    certified  document in the Recorder's Office in the county in
31    which the land is located.

 1        Section 999.  Effective date.  This Act takes effect upon
 2    becoming law.
