 1        AN ACT in relation to transportation.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Bikeway  Act  is  amended  by  changing
 5    Section 1 as follows:

 6        (605 ILCS 30/1) (from Ch. 121, par. 601)
 7        Sec. 1.   Legislative  declarations  and  findings.   The
 8    General Assembly declares that since one-third a third of the
 9    population  owns  bicycles,  there is an urgent need for safe
10    bikeways, for  the  use  of  both  children  and  adults  for
11    transportation, healthy exercise and recreation.
12        The  General  Assembly finds that to coordinate plans for
13    bikeways most effectively with those of the State  and  local
14    governments  as  they  affect roads, streets, schools, parks,
15    and  other  publicly  owned  lands,  lands  not  owned  by  a
16    municipality, local unit of government, county, or the  State
17    of  Illinois  or  one  of  its  agencies  or  authorities  by
18    agreement,  abandoned  roadbeds and conservation areas, while
19    maximizing the benefits from the use of tax dollars, a single
20    State agency, eligible to  receive  federal  matching  funds,
21    should  be  designated to establish and maintain a State-wide
22    bikeways program.
