2 | AMENDMENT NO. ______. Amend House Bill 649 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Illinois Equine Infectious Anemia Control | ||||||
5 | Act is amended by changing Section 4 as follows:
| ||||||
6 | (510 ILCS 65/4) (from Ch. 8, par. 954)
| ||||||
7 | Sec. 4. Tests of equidae entering the State. All equidae
| ||||||
8 | more than 12 months of age entering the State for any reason
| ||||||
9 | other than for immediate slaughter shall be accompanied by a
| ||||||
10 | Certificate of Veterinary Inspection issued by an accredited
| ||||||
11 | veterinarian of the state of origin within 30 days prior to
| ||||||
12 | entry and shall be negative to an official test for EIA within
| ||||||
13 | one year prior to entry. Equidae entering the State for
| ||||||
14 | immediate slaughter shall be accompanied by a consignment
| ||||||
15 | direct to slaughter at an approved equine slaughtering | ||||||
16 | establishment.

19 | Sec. 4.3. Auction certificate of notification. Any equine | ||||||
20 | owner who sells or otherwise transfers an equine in an equine | ||||||
21 | auction must sign, upon consignment, a certificate of | ||||||
22 | notification acknowledging that he or she has been made aware | ||||||
23 | of the fact that the auctioned equine may be sold for |

1 | slaughter. A copy of the certificate of notification shall | ||||||
2 | accompany the equine upon sale or transfer. The person or | ||||||
3 | entity conducting the auction shall provide the certificate of | ||||||
4 | notification.

5 | Section 99. Effective date. This Act takes effect upon | ||||||
6 | becoming law.".
