 1        AN ACT in relation to urban problems.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  10.  The Urban Renewal Consolidation Act of 1961
 5    is amended by changing Section 4 as follows:

 6        (315 ILCS 30/4) (from Ch. 67 1/2, par. 91.104)
 7        Sec. 4.  Municipal  department  of  urban  renewal.   The
 8    governing  body  of any municipality having more than 500,000
 9    inhabitants, as determined  by  the  last  preceding  Federal
10    census,  and  in  which  there  exist  both  a land clearance
11    commission and a conservation board, by ordinance adopted  by
12    a  majority  of its members, may determine that there is need
13    to consolidate the functions of the land clearance commission
14    and of the conservation board in a single  body  and  provide
15    for  the creation of a Department of Urban Renewal to operate
16    within the boundaries of such municipality  pursuant  to  the
17    provisions of this Act.
