Amend House Bill 414 on page 1, line 3 5, by replacing "Section 3" with "Sections 3 and 13.50"; and 4 on page 2, by replacing lines 12 through 18 with the 5 following: 6 "or self-help skills. From July 1, 2003 through June 30, 7 2004, the term means a delay of 30% or more below the mean in 8 function in one or more of those areas. On and after July 1, 9 2004, the term means a delay of 25% or more below the mean in 10 function in one or more of those areas."; and 11 on page 6, after line 2, by inserting the following: 12 "(325 ILCS 20/13.50) 13 Sec. 13.50. Early Intervention Legislative Advisory 14 Committee. No later than 60 days after the effective date of 15 this amendatory Act of 92nd General Assembly, there shall be 16 convened the Early Intervention Legislative Advisory 17 Committee. The majority and minority leaders of the General 18 Assembly shall each appoint 2 members to the Committee. The 19 Committee's term is for a period of 42years, and the 20 Committee shall publicly convene no less than 4 times per 21 year. The Committee's responsibilities shall include, but not 22 be limited to, providing guidance to the lead agency -2- LRB093 02198 DRJ 15900 a 1 regarding programmatic and fiscal management and 2 accountability, provider development and accountability, 3 contracting, and program outcome measures. During the life 4 of the Committee, on a quarterly basis, or more often as the 5 Committee may request, the lead agency shall provide to the 6 Committee, and simultaneously to the public, through postings 7 on the lead agency's early intervention website, quarterly 8 reports containing monthly data and other early intervention 9 program information that the Committee requests.
