Amends the Consumer Installment Loan Act. Increases the amount that an obligor may owe to a licensee under the Act from $25,000 to $40,000.

Further amends the Consumer Installment Loan Act. Provides that a licensee may lend a principal an amount not exceeding $40,000 (now $25,000).
