| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of Joseph Chaly Piland, Ed.D., who passed |
| 4 | | away on September 15, 2025; and |
| 5 | | WHEREAS, Joseph Piland was born to Claud and Virginia |
| 6 | | (Prince) Piland in Crossville on May 13, 1933; he received a |
| 7 | | bachelor's degree and a master's degree from Southern Illinois |
| 8 | | University (SIU), and he later earned his Doctor of Education |
| 9 | | from Illinois State University; while at SIU, he was a member |
| 10 | | of the Air Force Reserve Officers' Training Corps (ROTC) |
| 11 | | before serving on active duty as a first lieutenant in the |
| 12 | | United States Air Force; he married E. Jo Anne Piland, and she |
| 13 | | preceded him in death; he then married Maxine Piland; and |
| 14 | | WHEREAS, Joseph Piland served as a school principal in |
| 15 | | Rantoul before earning his doctorate degree from Illinois |
| 16 | | State University; he became the first president of Lincoln |
| 17 | | Trail College in Robinson, serving in that role until he |
| 18 | | became president of Highland Community College in Freeport in |
| 19 | | 1980; and |
| 20 | | WHEREAS, Joseph Piland attended Asbury Church in Tulsa, |
| 21 | | Oklahoma; he joined the Masonic Lodge of Norris City, May |
| 22 | | Lodge No. 718, in 1959, and he remained an active Freemason |
