SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Joseph Chaly Piland, Ed.D., who passed
4away on September 15, 2025; and
 
5    WHEREAS, Joseph Piland was born to Claud and Virginia
6(Prince) Piland in Crossville on May 13, 1933; he received a
7bachelor's degree and a master's degree from Southern Illinois
8University (SIU), and he later earned his Doctor of Education
9from Illinois State University; while at SIU, he was a member
10of the Air Force Reserve Officers' Training Corps (ROTC)
11before serving on active duty as a first lieutenant in the
12United States Air Force; he married E. Jo Anne Piland, and she
13preceded him in death; he then married Maxine Piland; and
 
14    WHEREAS, Joseph Piland served as a school principal in
15Rantoul before earning his doctorate degree from Illinois
16State University; he became the first president of Lincoln
17Trail College in Robinson, serving in that role until he
18became president of Highland Community College in Freeport in
191980; and
 
20    WHEREAS, Joseph Piland attended Asbury Church in Tulsa,
21Oklahoma; he joined the Masonic Lodge of Norris City, May
22Lodge No. 718, in 1959, and he remained an active Freemason

1throughout his life, serving as the Worshipful Master of Krum
2Masonic Lodge No. 1453 in Krum, Texas from 2018 to 2019, where
3he earned the Golden Trowel Award for distinguished service in
42023; he was an Illinois, Texas, Scottish Rite, York Rite, and
5Shrine Mason; and
 
6    WHEREAS, Joseph Piland's greatest pride and joy were his
7grandchildren and great-grandchildren; and
 
8    WHEREAS, At the time of his passing, Joseph Piland was
9survived by his wife, Maxine; his sons, John Charles (Debra)
10Piland and James Robert (Ann) Piland; four grandchildren; and
11four great-grandchildren; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
14Joseph Chaly Piland, Ed.D. and extend our sincere condolences
15to his family, friends, and all who knew and loved him; and be
16it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to the family of Joseph Piland as an expression of
19our deepest sympathy.
