| 2 | WHEREAS, Illegal vapes, often sold in kid-friendly flavors | ||||||
| 3 | such as candy, fruit, and dessert, continue to proliferate in | ||||||
| 4 | retail outlets and online markets, despite clear state and | ||||||
| 5 | federal restrictions; and | ||||||
| 6 | WHEREAS, These illegal products frequently bypass | ||||||
| 7 | regulatory review, contain unknown chemicals, and pose | ||||||
| 8 | significant health risks to children and adolescents; and | ||||||
| 9 | WHEREAS, Educators are witnessing an alarming increase in | ||||||
| 10 | student vaping incidents on school campuses, disrupting | ||||||
| 11 | learning environments and creating disciplinary challenges; | ||||||
| 12 | and | ||||||
| 13 | WHEREAS, The accessibility of illegal flavored vapes | ||||||
| 14 | directly undermines school-based prevention programs and | ||||||
| 15 | public health messaging aimed at reducing youth nicotine | ||||||
| 16 | addiction; and | ||||||
| 17 | WHEREAS, Many illegal vape products are marketed with | ||||||
| 18 | colorful packaging, cartoon imagery, and branding that | ||||||
| 19 | deliberately appeals to minors; and | ||||||
| 20 | WHEREAS, Existing enforcement efforts remain insufficient | ||||||

| 1 | to curb the availability of these products in communities | ||||||
| 2 | statewide; and | ||||||
| 3 | WHEREAS, The burden of addressing student vaping often | ||||||
| 4 | falls on teachers, counselors, and administrators, diverting | ||||||
| 5 | time and resources away from instructional responsibilities; | ||||||
| 6 | and | ||||||
| 7 | WHEREAS, Protecting the health and safety of students is a | ||||||
| 8 | shared responsibility that requires coordinated action between | ||||||
| 9 | schools, families, communities, and state regulators; and | ||||||
| 10 | WHEREAS, Stronger enforcement against unlicensed | ||||||
| 11 | manufacturers, importers, and retailers would significantly | ||||||
| 12 | reduce youth access to illegal vapes; and | ||||||
| 13 | WHEREAS, The Illinois Educators Alliance is committed to | ||||||
| 14 | advocating for policies that safeguard student well-being and | ||||||
| 15 | support healthy, distraction-free learning environments; | ||||||
| 16 | therefore, be it | ||||||
| 17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 18 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 19 | urge regulators and enforcement agencies to increase | ||||||
| 20 | inspections and ensure that manufacturers, distributors, and | ||||||
| 21 | retailers reduce the selling of unlawful, kid-friendly vapes; | ||||||

| 1 | and be it further | ||||||
| 2 | RESOLVED, That we urge for strengthened coordination | ||||||
| 3 | between State agencies, law enforcement, school districts, and | ||||||
| 4 | public health authorities to reduce youth access to illegal | ||||||
| 5 | vape products and protect the health of all students; and be it | ||||||
| 6 | further | ||||||
| 7 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 8 | delivered to the Illinois Educators Alliance. | ||||||
