HOUSE RESOLUTION

 
2    WHEREAS, Illegal vapes, often sold in kid-friendly flavors
3such as candy, fruit, and dessert, continue to proliferate in
4retail outlets and online markets, despite clear state and
5federal restrictions; and
 
6    WHEREAS, These illegal products frequently bypass
7regulatory review, contain unknown chemicals, and pose
8significant health risks to children and adolescents; and
 
9    WHEREAS, Educators are witnessing an alarming increase in
10student vaping incidents on school campuses, disrupting
11learning environments and creating disciplinary challenges;
12and
 
13    WHEREAS, The accessibility of illegal flavored vapes
14directly undermines school-based prevention programs and
15public health messaging aimed at reducing youth nicotine
16addiction; and
 
17    WHEREAS, Many illegal vape products are marketed with
18colorful packaging, cartoon imagery, and branding that
19deliberately appeals to minors; and
 
20    WHEREAS, Existing enforcement efforts remain insufficient

1to curb the availability of these products in communities
2statewide; and
 
3    WHEREAS, The burden of addressing student vaping often
4falls on teachers, counselors, and administrators, diverting
5time and resources away from instructional responsibilities;
6and
 
7    WHEREAS, Protecting the health and safety of students is a
8shared responsibility that requires coordinated action between
9schools, families, communities, and state regulators; and
 
10    WHEREAS, Stronger enforcement against unlicensed
11manufacturers, importers, and retailers would significantly
12reduce youth access to illegal vapes; and
 
13    WHEREAS, The Illinois Educators Alliance is committed to
14advocating for policies that safeguard student well-being and
15support healthy, distraction-free learning environments;
16therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19urge regulators and enforcement agencies to increase
20inspections and ensure that manufacturers, distributors, and
21retailers reduce the selling of unlawful, kid-friendly vapes;

1and be it further
 
2    RESOLVED, That we urge for strengthened coordination
3between State agencies, law enforcement, school districts, and
4public health authorities to reduce youth access to illegal
5vape products and protect the health of all students; and be it
6further
 
7    RESOLVED, That a suitable copy of this resolution be
8delivered to the Illinois Educators Alliance.
