AMENDMENT TO HOUSE BILL 4587

2    AMENDMENT NO. ______. Amend House Bill 4587 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Child Care Act of 1969 is amended by adding
5Sections 6.3 and 6.5 as follows:
 
6    (225 ILCS 10/6.3 new)
7    Sec. 6.3. Child care director educational qualifications.
8Child care directors hired on or after the effective date of
9this amendatory Act of the 104th General Assembly shall meet
10the following educational requirements:
11        (1) a minimum of an associate degree from an
12    accredited college or university in child development or
13    early childhood education; or
14        (2) the equivalent (defined as 64 semester hours or 96
15    quarter hours in any discipline, with a minimum of 21
16    semester hours or 31.5 quarter hours from an accredited

1    college or university in courses related to child
2    development, early childhood education, or early childhood
3    special education) and one of the following:
4            (A) Gateways to Opportunity Level I Illinois
5        Director Credential;
6            (B) 3 semester hours or 4.5 quarter hours of
7        college credit in child care administration,
8        leadership, or management; or
9            (C) 3 points of credential-approved training in
10        administration, leadership, or management.
 
11    (225 ILCS 10/6.5 new)
12    Sec. 6.5. Qualifications for interim conditional child
13care directors.
14    (a) A licensed day care center may hire an individual who
15is in the process of completing the educational requirements
16set forth in 89 Ill. Adm. Code 407.130(e)(2) as an interim
17conditional child care director for a period of 12 months. An
18individual hired pursuant to this Section shall provide
19documentation that shows that the individual is enrolled in
20courses at an accredited college or university that meet the
21requirements set forth in 89 Ill. Adm. Code 407.130(e)(2).
22    (b) During the 12-month employment period, an interim
23conditional child care director with any of the following
24qualifications is exempt from the educational requirements set
25forth in 89 Ill. Adm. Code 407.130(e)(2):

1        (1) At least 2 years or 3,120 clock hours as an early
2    childhood teacher at the licensed day care center where
3    the individual shall serve as an interim conditional child
4    care director and has at least 64 semester hours or 96
5    quarter hours of credit from an accredited college or
6    university in any discipline, with a minimum of 15
7    semester hours or 22.5 quarter hours in courses related to
8    early childhood education, child development, or early
9    childhood special education, and (i) a Gateways to
10    Opportunity Level I Illinois Director Credential, (ii) 3
11    semester hours or 4.5 quarter hours of credit from an
12    accredited college or university in child care
13    administration, leadership, or management, or (iii) 3
14    points of credential-approved training in administration,
15    leadership, or management. A person who is exempt under
16    this paragraph shall obtain a total of at least 21
17    semester hours or 31.5 quarter hours in courses related to
18    early childhood education, child development, or early
19    childhood special education by the end of the prescribed
20    12-month period; or
21        (2) At least 2 years or 3,120 clock hours as an early
22    childhood teacher at the licensed day care center where
23    the individual shall serve as an interim conditional child
24    care director and has at least 64 semester hours or 96
25    quarter hours of credit from an accredited college or
26    university in any discipline, with a minimum of 21

1    semester hours or 31.5 quarter hours in courses related to
2    early childhood education, child development, or early
3    childhood special education and without (i) a Gateways to
4    Opportunity Level I Illinois Director Credential, (ii) 3
5    semester hours or 4.5 quarter hours of credit from an
6    accredited college or university in child care
7    administration, leadership, or management, or (iii) 3
8    points of credential-approved training in administration,
9    leadership, or management. A person who is exempt under
10    this paragraph shall obtain the Gateways to Opportunity
11    Level I Illinois Director Credential, semester or quarter
12    hours, or points of training during the prescribed
13    12-month period.
14    (c) Only a licensed day care center that has already
15employed at least one fully qualified and credentialed child
16care director may hire an interim conditional child care
17director.
18    (d) Any licensed day care center that employs an interim
19conditional child care director is restricted to hiring no
20more than 2 interim conditional child care directors for every
21credentialed and qualified child care director employed.
 
22    Section 99. Effective date. This Act takes effect upon
23becoming law.".
