SENATE RESOLUTION

 
2    WHEREAS, Many electric, water, and natural gas customers
3throughout the country are being targeted by impostor utility
4scams each day; scammers typically use phone, in-person, and
5online tactics to target customers; and
 
6    WHEREAS, Often, there is an uptick in utility scams during
7the holiday season when customers may be rushed, paying less
8attention to warning signs, or are more concerned about
9finances; scammers may call residential or business customers
10threatening disconnection and demanding immediate payment; and
 
11    WHEREAS, In recent years, utilities have seen increased
12reports of their customers being contacted by scammers who
13pose as utility workers in an attempt to access their
14financial information or to obtain immediate payment by
15threatening service interruptions; these are known as utility
16impostor scams; and
 
17    WHEREAS, It is important that customers know to take
18precautions and call their utilities directly to check on the
19status of their accounts if they are ever unsure about the
20authenticity of a caller or the identity of a service worker or
21if they suspect any fraudulent activity; and

1    WHEREAS, Utilities will never ask for payments using a
2pre-paid debit card, gift card, cryptocurrencies, or
3third-party digital payment mobile applications, and they will
4provide multiple notices before any service interruptions are
5implemented; and
 
6    WHEREAS, Customers who suspect that they have been victims
7of fraud or who feel threatened during contact with a scammer
8should contact their local utility company or their local law
9enforcement authorities; the Federal Trade Commission also
10provides additional information about protecting personal
11information and other information regarding impostor scams;
12and
 
13    WHEREAS, Raising awareness and educating customers about
14scams is a top priority for Utilities United Against Scams
15(UUAS); UUAS helps to spread awareness of the suspicious
16behaviors and the evolving tactics that scammers use to target
17customers; and
 
18    WHEREAS, UUAS has declared November 20, 2024 as Utility
19Scam Awareness Day in an advocacy and awareness campaign
20focused on educating customers and exposing scammer tactics;
21therefore, be it
 
22    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL

220, 2024 as Utility Scam Awareness Day in the State of
3Illinois.
