2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Shirley A. (Waterman) Harris of |
4 | | Springfield, who passed away on August 6, 2024; and |
5 | | WHEREAS, Shirley Harris was born to Raymond and Goldie |
6 | | (Durbin) Waterman in Taylorville on November 13, 1929; she |
7 | | attended Meader Country School, St. Mary's Elementary School |
8 | | until the eighth grade, and Sacred Heart Academy as a boarding |
9 | | student, where she graduated in 1947; she then attended Quincy |
10 | | College; she married Walter C. Harris on October 29, 1949; she |
11 | | received her bachelor's degree from Mundelein University and |
12 | | later her master's degree in education from Sangamon State |
13 | | University, known today as the University of Illinois |
14 | | Springfield; and |
15 | | WHEREAS, Shirley Harris was a lifelong educator, teaching |
16 | | every grade in elementary and high schools from Illinois to |
17 | | California and back again throughout the 1960s and 1970s, with |
18 | | her first teaching assignment being to lead a classroom of 42 |
19 | | seven-year-olds; after 16 years of teaching, she and her |
20 | | family moved to Springfield, Illinois in 1973, where she began |
21 | | her career at the Illinois State Board of Education (ISBE), |
22 | | continuing until her retirement in 1991; and |

1 | | WHEREAS, While serving ISBE, Shirley Harris began her |
2 | | involvement in the local union; she was appointed secretary at |
3 | | the first union meeting she attended and rose through the |
4 | | ranks; she was elected president of the Illinois Federation of |
5 | | State Office Educators (IFSOE) Local 3236 by her peers |
6 | | numerous times, holding the additional distinction of being |
7 | | the union's first woman president; during her tenure, she |
8 | | fought for fair wages and benefits while picketing alongside |
9 | | her union brothers and sisters; and |
10 | | WHEREAS, In retirement, Shirley Harris and her husband, |
11 | | Walter, enjoyed traveling and wintering in Florida; they also |
12 | | became members of the World War II (WWII) Illinois Veterans |
13 | | Memorial Committee in 2001, spending the next three years |
14 | | attending meetings, researching battle sites for Walter's |
15 | | Walls, and raising money to fund the memorial until its |
16 | | dedication on December 4, 2004; she proceeded to serve as the |
17 | | veterans' story editor for many years, ensuring that Illinois |
18 | | WWII veterans' oral histories were preserved and honored |
19 | | through the memorial's website and the Library of Congress; |
20 | | and |
21 | | WHEREAS, Shirley Harris was passionate about studying |
22 | | genealogy, tracing her family's roots back 14 generations and |
23 | | co-authoring her first book, The Waterman-Hancock Family |
24 | | History, in 1976; she ultimately penned three more books about |

1 | | her family's history; and |
2 | | WHEREAS, Shirley Harris was an avid reader and history |
3 | | buff who enjoyed gardening, playing the guitar or violin, and |
4 | | writing letters, poems, or stories and was skilled at fishing; |
5 | | she loved sewing and quilted more than 50 quilts for family and |
6 | | friends; her family was her passion, and she enjoyed attending |
7 | | family reunions and sharing family stories; and |
8 | | WHEREAS, Shirley Harris was preceded in death by her |
9 | | husband of 59 years, Walter; her son, Jeffrey; her parents; |
10 | | her grandson, Zachary; her sister, Lala; and her brothers, |
11 | | Richard, Dale, Mike, Frank, and John; and |
12 | | WHEREAS, Shirley Harris is survived by her children, David |
13 | | (Margie), Kevin (Karen), Marianne Harris, and Cecilia (David |
14 | | Wesselman); seven grandchildren; eight great-grandchildren; |
15 | | her sisters, Therese, Marjory, Carol, and Dorothy; her |
16 | | brother, Vic (Paula); and a host of nieces, nephews, and |
17 | | cousins; therefore, be it |
18 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
20 | | Shirley A. (Waterman) Harris and extend our sincere |
21 | | condolences to her family, friends, and all who knew and loved |
22 | | her; and be it further |
