SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Shirley A. (Waterman) Harris of
4Springfield, who passed away on August 6, 2024; and
 
5    WHEREAS, Shirley Harris was born to Raymond and Goldie
6(Durbin) Waterman in Taylorville on November 13, 1929; she
7attended Meader Country School, St. Mary's Elementary School
8until the eighth grade, and Sacred Heart Academy as a boarding
9student, where she graduated in 1947; she then attended Quincy
10College; she married Walter C. Harris on October 29, 1949; she
11received her bachelor's degree from Mundelein University and
12later her master's degree in education from Sangamon State
13University, known today as the University of Illinois
14Springfield; and
 
15    WHEREAS, Shirley Harris was a lifelong educator, teaching
16every grade in elementary and high schools from Illinois to
17California and back again throughout the 1960s and 1970s, with
18her first teaching assignment being to lead a classroom of 42
19seven-year-olds; after 16 years of teaching, she and her
20family moved to Springfield, Illinois in 1973, where she began
21her career at the Illinois State Board of Education (ISBE),
22continuing until her retirement in 1991; and

1    WHEREAS, While serving ISBE, Shirley Harris began her
2involvement in the local union; she was appointed secretary at
3the first union meeting she attended and rose through the
4ranks; she was elected president of the Illinois Federation of
5State Office Educators (IFSOE) Local 3236 by her peers
6numerous times, holding the additional distinction of being
7the union's first woman president; during her tenure, she
8fought for fair wages and benefits while picketing alongside
9her union brothers and sisters; and
 
10    WHEREAS, In retirement, Shirley Harris and her husband,
11Walter, enjoyed traveling and wintering in Florida; they also
12became members of the World War II (WWII) Illinois Veterans
13Memorial Committee in 2001, spending the next three years
14attending meetings, researching battle sites for Walter's
15Walls, and raising money to fund the memorial until its
16dedication on December 4, 2004; she proceeded to serve as the
17veterans' story editor for many years, ensuring that Illinois
18WWII veterans' oral histories were preserved and honored
19through the memorial's website and the Library of Congress;
20and
 
21    WHEREAS, Shirley Harris was passionate about studying
22genealogy, tracing her family's roots back 14 generations and
23co-authoring her first book, The Waterman-Hancock Family
24History, in 1976; she ultimately penned three more books about

1her family's history; and
 
2    WHEREAS, Shirley Harris was an avid reader and history
3buff who enjoyed gardening, playing the guitar or violin, and
4writing letters, poems, or stories and was skilled at fishing;
5she loved sewing and quilted more than 50 quilts for family and
6friends; her family was her passion, and she enjoyed attending
7family reunions and sharing family stories; and
 
8    WHEREAS, Shirley Harris was preceded in death by her
9husband of 59 years, Walter; her son, Jeffrey; her parents;
10her grandson, Zachary; her sister, Lala; and her brothers,
11Richard, Dale, Mike, Frank, and John; and
 
12    WHEREAS, Shirley Harris is survived by her children, David
13(Margie), Kevin (Karen), Marianne Harris, and Cecilia (David
14Wesselman); seven grandchildren; eight great-grandchildren;
15her sisters, Therese, Marjory, Carol, and Dorothy; her
16brother, Vic (Paula); and a host of nieces, nephews, and
17cousins; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
20Shirley A. (Waterman) Harris and extend our sincere
21condolences to her family, friends, and all who knew and loved
22her; and be it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to the family of Shirley Harris as an expression of
3our deepest sympathy.
