2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Richard Delmas "Dick" Tittle Sr. of |
4 | | Rapids City, who passed away on June 21, 2024; and |
5 | | WHEREAS, Dick Tittle, the son of John D. and Mabel M. |
6 | | (Anderson) Tittle, was born in Golconda on January 2, 1932; he |
7 | | graduated from Pope County High School in Golconda in 1950; |
8 | | and |
9 | | WHEREAS, Dick Tittle enlisted in the U.S. Navy in 1952 |
10 | | during the Korean War, where he patrolled on the USS Juneau and |
11 | | rebuilt a damaged airstrip at Naval Air Facility Atsugi in |
12 | | Japan; he served for 31 years, forming lifelong brotherly |
13 | | bonds with his shipmates, before honorably retiring as Seabee |
14 | | master chief, E-9 level; and |
15 | | WHEREAS, Dick Tittle retired as director of the East |
16 | | Moline Maintenance Services Department after nearly 30 years; |
17 | | and |
18 | | WHEREAS, Dick Tittle was a member of the VFW and the East |
19 | | Moline American Legion; he enjoyed meeting with Arsenal |
20 | | Seabees and YMCA friends at local restaurants monthly; and |

1 | | WHEREAS, Dick Tittle enjoyed taking his grandchildren on |
2 | | outdoor activities, riding ATCs and dirt bikes, pond swimming |
3 | | on his 92 acres in Golconda, and socializing while sitting |
4 | | with his restored antique tractor at shows; and |
5 | | WHEREAS, Dick Tittle was a respected friend to many and a |
6 | | beloved father and spouse; and |
7 | | WHEREAS, Dick Tittle was preceded in death by his parents, |
8 | | his parents-in-law, and three brothers-in-law; and |
9 | | WHEREAS, Dick Tittle is survived by his wife of 42 years, |
10 | | Diane Tittle; his daughters, Kitty (Jim) Pauwels, Ginger |
11 | | (Ralph) Tesla, Vickie (Dennis) Gryp, and Valerie Davis; his |
12 | | sons, Richard (Kristi) Tittle Jr. and Jason (Jen) Stahl; 15 |
13 | | grandchildren; 21 great-grandchildren; and his sisters, |
14 | | Johnetta Schoonover and Leota Heathman; therefore, be it |
15 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
16 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
17 | | Richard Delmas "Dick" Tittle Sr. and extend our sincere |
18 | | condolences to his family, friends, and all who knew and loved |
19 | | him; and be it further |
20 | | RESOLVED, That a suitable copy of this resolution be |
21 | | presented to the family of Dick Tittle as an expression of our |
