SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of David William Scott, Ph.D. of
4Springfield, who passed away on March 16, 2024; and
 
5    WHEREAS, Dr. Scott, the son of John L. Scott and Martha
6Buxton Scott, was born in Evanston on September 17, 1936; he
7married Virginia Riser in Park Ridge on August 1, 1964; he
8earned a Bachelor of Arts from Denison University, where he
9was president of Phi Delta Theta fraternity, a Master of Arts
10in History from the University of Wisconsin, and a Ph.D. in
11Political Science from Northwestern University; he also
12studied at the London School of Economics; and
 
13    WHEREAS, Dr. Scott taught American government courses at
14Northern Illinois University and part-time at six other
15Illinois colleges; he joined the staff of the Illinois State
16Board of Education as a senior policy analyst in 1974, where he
17managed the school district reorganization program and
18coordinated task forces, retiring from the board in 1999; and
 
19    WHEREAS, Dr. Scott was dedicated to preserving Illinois
20heritage and improving the community; he served as
21vice-president and president of the Illinois State Historical
22Society (ISHS) from 2001 to 2005; he edited a book

1commemorating the bicentennial of Illinois statehood for the
2ISHS in 2018; he was a recipient of the organization's
3Lifetime Achievement Award; and
 
4    WHEREAS, Dr. Scott was actively involved with the North
5Washington Park Association, the Sangamon County Historical
6Society, and the Historic Preservation Association of
7Springfield; he was appointed to the Springfield Historic
8Sites Commission; he also served as a board member of the World
9Affairs Council of Central Illinois and a volunteer docent at
10the Old State Capitol; and
 
11    WHEREAS, Dr. Scott was a lifelong enthusiast of golf,
12cards, racquetball, and travel; he and his wife, Virginia,
13visited all 50 states and 35 different countries, and he
14enjoyed planning vacation trips; he was a 40-year member of
15the Christian Perspectives class at First United Methodist
16Church and past president of the Cracker Barrel men's club;
17and
 
18    WHEREAS, Dr. Scott was devoted to his family; he authored
19a 100-page book on the Scott family history dating back to the
201700s; he will be remembered for his integrity, kindness,
21intellect, and loyalty; and
 
22    WHEREAS, Dr. Scott was preceded in death by his parents

1and his brothers, Herbert and Richard; and
 
2    WHEREAS, Dr. Scott is survived by his wife of 59 years,
3Virginia; his daughters, Margaret (the late Todd) Izzo and
4Elizabeth (Charlie) Budinger; his grandchildren, Katherine
5Izzo, Jonathan Izzo, Molly Budinger, and Will Budinger; nine
6nieces and nephews; his sister-in-law, Joan Scott; and his
7brother-in-law, William Riser; therefore, be it
 
8    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
10David William Scott, Ph.D. and extend our sincere condolences
11to his family, friends, and all who knew and loved him; and be
12it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of Dr. Scott as an expression of our
15deepest sympathy.
