2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Carl J. Alexander, former police chief |
4 | | of the City of Danville, who passed away on March 22, 2024; and |
5 | | WHEREAS, Chief Alexander was born on June 8, 1945; he |
6 | | attended Danville schools; he enlisted in the U.S. Army, |
7 | | serving in Korea, Vietnam, and Germany for more than eight |
8 | | years; he married Patricia Coleman; he later married Janet |
9 | | Williams in Las Vegas, Nevada on April 9, 1995; and |
10 | | WHEREAS, Chief Alexander joined the Metropolitan Police |
11 | | Department in Washington, D.C. in 1969, serving as an officer |
12 | | for more than 22 years before retiring in October 1991; he |
13 | | assumed duties as chief of police with the U.S. Department of |
14 | | Veterans Affairs (VA) in Danville in May 1992, managing the |
15 | | police and security forces for three VA outpatient clinics in |
16 | | central Illinois; and |
17 | | WHEREAS, Chief Alexander began serving as chief of police |
18 | | for the City of Danville in 1999; under his leadership, the |
19 | | Danville Police Department developed a strategic plan and |
20 | | mission statement for the future development of the department |
21 | | that remains the backbone for community policing in Danville; |
22 | | he was appointed the first public safety director of Danville |

1 | | in 2004; he retired from public service in 2007; and |
2 | | WHEREAS, Chief Alexander served on several community |
3 | | boards, including the Danville Housing Authority Board and the |
4 | | Boys and Girls Club of Danville, where he also served weekly as |
5 | | a mentor; and |
6 | | WHEREAS, Chief Alexander was preceded in death by his |
7 | | parents, Flossie Alexander and Robert Hillsman Sr.; his |
8 | | siblings, Fayette Keys, Saundra Hundley, Robert Hillsman Jr., |
9 | | and Collette Hillsman; and his grandparents; and |
10 | | WHEREAS, Chief Alexander is survived by his wife, Janet |
11 | | Alexander; his children, Carla Alexander, Monica Williams, |
12 | | Elliott Abram, and Tim Abram; his sister, Francine (Ernest) |
13 | | Blanden; and his grandchildren, Ajani Young, Anya Young, |
14 | | Mackenzie Smith, and Ielle Abram; therefore, be it |
15 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
16 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
17 | | Carl J. Alexander, former police chief of the City of |
18 | | Danville, and extend our sincere condolences to his family, |
19 | | friends, and all who knew and loved him; and be it further |
20 | | RESOLVED, That a suitable copy of this resolution be |
21 | | presented to the family of Chief Alexander as an expression of |
