SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Carl J. Alexander, former police chief
4of the City of Danville, who passed away on March 22, 2024; and
 
5    WHEREAS, Chief Alexander was born on June 8, 1945; he
6attended Danville schools; he enlisted in the U.S. Army,
7serving in Korea, Vietnam, and Germany for more than eight
8years; he married Patricia Coleman; he later married Janet
9Williams in Las Vegas, Nevada on April 9, 1995; and
 
10    WHEREAS, Chief Alexander joined the Metropolitan Police
11Department in Washington, D.C. in 1969, serving as an officer
12for more than 22 years before retiring in October 1991; he
13assumed duties as chief of police with the U.S. Department of
14Veterans Affairs (VA) in Danville in May 1992, managing the
15police and security forces for three VA outpatient clinics in
16central Illinois; and
 
17    WHEREAS, Chief Alexander began serving as chief of police
18for the City of Danville in 1999; under his leadership, the
19Danville Police Department developed a strategic plan and
20mission statement for the future development of the department
21that remains the backbone for community policing in Danville;
22he was appointed the first public safety director of Danville

1in 2004; he retired from public service in 2007; and
 
2    WHEREAS, Chief Alexander served on several community
3boards, including the Danville Housing Authority Board and the
4Boys and Girls Club of Danville, where he also served weekly as
5a mentor; and
 
6    WHEREAS, Chief Alexander was preceded in death by his
7parents, Flossie Alexander and Robert Hillsman Sr.; his
8siblings, Fayette Keys, Saundra Hundley, Robert Hillsman Jr.,
9and Collette Hillsman; and his grandparents; and
 
10    WHEREAS, Chief Alexander is survived by his wife, Janet
11Alexander; his children, Carla Alexander, Monica Williams,
12Elliott Abram, and Tim Abram; his sister, Francine (Ernest)
13Blanden; and his grandchildren, Ajani Young, Anya Young,
14Mackenzie Smith, and Ielle Abram; therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
17Carl J. Alexander, former police chief of the City of
18Danville, and extend our sincere condolences to his family,
19friends, and all who knew and loved him; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to the family of Chief Alexander as an expression of
