2 | WHEREAS, The members of the Illinois Senate wish to | ||||||
3 | recognize the Earthrise Energy-owned Lincoln Generating | ||||||
4 | Facility on the occasion of being named a Voluntary Protection | ||||||
5 | Program (VPP) Star Site by the Safety Program of the | ||||||
6 | Occupational Safety and Health Administration (OSHA) for the | ||||||
7 | past 21 years; and | ||||||
8 | WHEREAS, OSHA's VPP recognizes employers and workers in | ||||||
9 | the private industry and federal agencies who have implemented | ||||||
10 | effective safety and health management systems and maintain | ||||||
11 | injury and illness rates below the U.S. Bureau of Labor's | ||||||
12 | statistical national averages for their respective industries, | ||||||
13 | and its Star designation is the program's highest level of | ||||||
14 | recognition; and | ||||||
15 | WHEREAS, The Lincoln Generating Facility is the property | ||||||
16 | of Earthrise Energy, a public benefit corporation (PBC) and an | ||||||
17 | independent power producer with a mission to reduce power | ||||||
18 | sector greenhouse gas emissions faster than ever before; the | ||||||
19 | company acquires, owns, and operates legacy fossil fuel assets | ||||||
20 | and repurposes the transmission infrastructure for renewable | ||||||
21 | energy development projects, bringing them online faster than | ||||||
22 | typical greenfield renewable energy projects; the company has | ||||||
23 | a gas-fired generation capacity of 1.7 gigawatts and a solar |

1 | development pipeline of more than 2 gigawatts; and | ||||||
2 | WHEREAS, The Lincoln Generating Facility is a natural gas | ||||||
3 | peaker plant located in Manhattan and operated by Consolidated | ||||||
4 | Asset Management Services (CAMS) employees on behalf of | ||||||
5 | Earthrise Energy, and it is one of five natural gas peaker | ||||||
6 | plants based in Illinois owned by Earthrise Energy; the | ||||||
7 | facility provides 656 megawatts of capacity, delivering | ||||||
8 | important grid reliability services during periods of peak | ||||||
9 | electricity demand; and | ||||||
10 | WHEREAS, The Lincoln Generating Facility's safety and | ||||||
11 | health management programs met the high quality standards | ||||||
12 | expected of VPP participants, and it was noted by OSHA that the | ||||||
13 | facility leads by example and supports the implementation of | ||||||
14 | continuous improvement; and | ||||||
15 | WHEREAS, Employees of the Lincoln Generating Facility | ||||||
16 | strive to foster a culture that emphasizes safety and | ||||||
17 | excellence every day, and the facility's successful | ||||||
18 | recertification as a Star Site for over two decades is a direct | ||||||
19 | result of its workers' continued commitment to operational | ||||||
20 | excellence; therefore, be it | ||||||
21 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
22 | ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize the |

6 | RESOLVED, That a suitable copy of this resolution be | ||||||
7 | presented to Earthrise Energy as a symbol of our esteem and | ||||||
8 | respect. |
