2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Cary Douglas Franks of Sherman, who | ||||||
4 | passed away on December 26, 2023; and | ||||||
5 | WHEREAS, Cary Franks was born to Charles Gibson Franks and | ||||||
6 | Sara Jane (Irwin) Franks in Chicago on July 10, 1944; he was | ||||||
7 | raised in Wheaton; he graduated from Bloomington High School, | ||||||
8 | where he lettered in wrestling and won his district wrestling | ||||||
9 | match, and Illinois State University in Normal; he received | ||||||
10 | his master's degree in management information systems from the | ||||||
11 | University of Illinois Springfield; he married Joy Raney in | ||||||
12 | Bloomington on February 3, 1968; he served in the U.S. Naval | ||||||
13 | Reserves on a destroyer while on active duty for two years | ||||||
14 | during the Vietnam War; and | ||||||
15 | WHEREAS, While attending college, Cary Franks taught | ||||||
16 | swimming, lifesaving, and diving at the Four Seasons Club in | ||||||
17 | Bloomington; he taught sailing at Evergreen Lake in McLean | ||||||
18 | County; while serving as director of the McLean County Red | ||||||
19 | Cross, he represented the Red Cross as a member of the | ||||||
20 | Bloomington Rotary Club; and | ||||||
21 | WHEREAS, Cary Franks and his family moved to Sherman in | ||||||
22 | 1977, and he began working as an auditor for the State of |

1 | Illinois; upon retiring from the State, he contracted as an | ||||||
2 | internal auditor with the Peoria County Auditor, serving in | ||||||
3 | that position for a few years until he retired from the county; | ||||||
4 | and | ||||||
5 | WHEREAS, Cary Franks held chapter offices with the | ||||||
6 | Springfield Chapter of the Institute of Internal Auditors; and | ||||||
7 | WHEREAS, Cary Franks and his wife assisted in establishing | ||||||
8 | the Sherman - Williamsville Kiwanis Club in 1991, and they | ||||||
9 | remained members until their respective retirements; and | ||||||
10 | WHEREAS, Cary Franks was a drummer throughout his life; | ||||||
11 | and | ||||||
12 | WHEREAS, Cary Franks was preceded in death by his parents, | ||||||
13 | his grandparents, and his brothers, Clifford and Charles | ||||||
14 | Franks; and | ||||||
15 | WHEREAS, Cary Franks is survived by his wife, Joy Franks; | ||||||
16 | his children, Catherine (partner, Chad Tengler) Franks, Chad | ||||||
17 | Franks, and Collin (Valarie) Franks; his grandchildren, Carson | ||||||
18 | Franks, Chloe Franks, Cole Franks, Caleb Franks, Branden | ||||||
19 | Kennedy, Travis Kennedy, Eric Kennedy, and Joshua Kennedy; | ||||||
20 | three great-grandchildren; and five nieces; therefore, be it |

1 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
2 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
3 | Cary Douglas Franks and extend our sincere condolences to his | ||||||
4 | family, friends, and all who knew and loved him; and be it | ||||||
5 | further | ||||||
6 | RESOLVED, That a suitable copy of this resolution be | ||||||
7 | presented to the family of Cary Franks as an expression of our | ||||||
8 | deepest sympathy. |
