2 | WHEREAS, The members of the Illinois Senate wish to | ||||||
3 | congratulate William E. "Bill" Cogley on the occasion of his | ||||||
4 | retirement from the City of Elgin; and | ||||||
5 | WHEREAS, Bill Cogley has provided 34 years of exceptional | ||||||
6 | service to the City of Elgin, making him one of the | ||||||
7 | longest-serving department heads in the city's history; and | ||||||
8 | WHEREAS, Bill Cogley began his legal career with the City | ||||||
9 | of Elgin in 1985; after working in the private sector for five | ||||||
10 | years, he returned to serve the city in 1993, becoming | ||||||
11 | corporation counsel in 1998; and | ||||||
12 | WHEREAS, Bill Cogley served as corporation counsel for the | ||||||
13 | City of Elgin for 26 years; during his tenure, he represented | ||||||
14 | the city in all legal matters and served as counsel to elected | ||||||
15 | and appointed officers, including the mayor, the city council, | ||||||
16 | the city manager, and department heads; over the course of | ||||||
17 | holding this position, he provided legal guidance and counsel | ||||||
18 | to five mayors and nine city managers; and | ||||||
19 | WHEREAS, Bill Cogley's commitment to City of Elgin | ||||||
20 | extended beyond legal counsel due to his role evolving to | ||||||
21 | include the duties of chief development officer, a position |

1 | through which he played a pivotal role in facilitating | ||||||
2 | annexations and development during a period of rapid city | ||||||
3 | expansion; and | ||||||
4 | WHEREAS, Bill Cogley's involvement in numerous annexations | ||||||
5 | and developments, including those west of Randall Road, and | ||||||
6 | projects enhancing the city's downtown, such as the Grand | ||||||
7 | Victoria Casino Riverboat, the Edward Schock Centre of Elgin, | ||||||
8 | and the Central Area TIF District, has left a lasting impact on | ||||||
9 | the City of Elgin's growth and development; and | ||||||
10 | WHEREAS, Bill Cogley's legal expertise, institutional | ||||||
11 | knowledge, leadership, and unwavering dedication to the local | ||||||
12 | government and community has left an indelible mark on the | ||||||
13 | City of Elgin, contributing significantly to its success and | ||||||
14 | progress; therefore, be it | ||||||
15 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate | ||||||
17 | William E. "Bill" Cogley on his retirement from the City of | ||||||
18 | Elgin, and we thank him for his outstanding service, | ||||||
19 | leadership, and dedication throughout his 34-year career; and | ||||||
20 | be it further | ||||||
21 | RESOLVED, That a suitable copy of this resolution be | ||||||
