2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Norman N. Neely of Silvis, who passed |
4 | | away on October 4, 2023; and |
5 | | WHEREAS, Norman Neely was born in Stahl, Missouri to |
6 | | Everett and H. Grace Clifton Neely on January 14, 1931; he |
7 | | graduated from Adair County High School in Novinger, Missouri; |
8 | | he served in the U.S. Army during the Korean War; he married |
9 | | Frances "Jean" Griffith in Silvis on July 26, 1953; and |
10 | | WHEREAS, Norman Neely worked for the railroad from 1949 to |
11 | | 1967; he then worked for Rock Island County as a zoning and |
12 | | building administrator, retiring in 1993; after retirement, he |
13 | | worked for FEMA for 13 years; and |
14 | | WHEREAS, Norman Neely was a member of Silvis United |
15 | | Methodist Church, where he was active in the men's group; he |
16 | | was a Carbon Cliff-Barstow school board member for several |
17 | | years, a member of the Silvis Seniors, a member of the Korean |
18 | | War Vets, and a lifelong member of the East Moline VFW; he |
19 | | served as secretary for the Illinois Korean War Veteran's |
20 | | Association; and |
21 | | WHEREAS, Norman Neely enjoyed carpentry and woodworking, |

1 | | cooking, wine making, his horses, gardening, and fishing; |
2 | | after retirement he enjoyed traveling and wintering in Texas; |
3 | | he was a great storyteller and loved singing to his children |
4 | | and grandchildren; he also enjoyed plowing snow in the winter; |
5 | | and |
6 | | WHEREAS, Norman Neely was preceded in death by his wife, |
7 | | Jean; two brothers; and five sisters; and |
8 | | WHEREAS, Norman Neely is survived by his children, Joann |
9 | | E. (Lynn) Woodard, Norma J. Neely (Steve Brown), Katherine |
10 | | (Byron) Wetzel, and Norman B. (Wendy) Neely; his |
11 | | grandchildren, Hannah Woodard (David Cross), Nikki Woodard |
12 | | (Devin Winegardner), Cherise Wetzel, Amie Jean Wetzel, Jarret |
13 | | Wetzel, Chelsea (Chase) Geigle, and Megan Neely; his |
14 | | great-grandchildren, Layla Cserepes, Tate Burrow, Tucker |
15 | | Burrow, Ruth Frances Neely, Rowan Geigle, and Cecilia Geigle; |
16 | | his sister, Imogene Bell; and several nieces and nephews; |
17 | | therefore, be it |
18 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
20 | | Norman N. Neely and extend our sincere condolences to his |
21 | | family, friends, and all who knew and loved him; and be it |
