1 | | SENATE RESOLUTION |
2 | | WHEREAS, The members of the Illinois Senate wish to |
3 | | congratulate Mike Bass on the occasion of his retirement from |
4 | | the University of Illinois System; and |
5 | | WHEREAS, Mike Bass received his bachelor's degree in |
6 | | political science and his Master of Business Administration, |
7 | | both from the University of Illinois at Urbana-Champaign |
8 | | (UIUC); during his time at UIUC, he earned membership on the |
9 | | All-Century football team and the 1980s All-Decade football |
10 | | team for the Fighting Illini; and |
11 | | WHEREAS, Mike Bass had a long and successful career in |
12 | | service to the people of the State of Illinois; he served in |
13 | | the Governor's Office of Management and Budget, known then as |
14 | | the Bureau of the Budget; he then joined the Illinois Senate |
15 | | Republican staff, serving as a staffer on the Senate |
16 | | Appropriations Committee; he left to work as a budget director |
17 | | for the Illinois Department of Public Aid before returning to |
18 | | the Senate Republican Staff as the appropriations director, |
19 | | where he oversaw the appropriations staff and staffed the |
20 | | Senate Appropriations Committees; and |
21 | | WHEREAS, During his decade as appropriations director, |
22 | | Mike Bass became known as one of the top experts on the state |

1 | | budget and state financial matters; his opinion on budget and |
2 | | policy matters was often sought by elected officials, |
3 | | legislative leaders, and governors; for most of his tenure, he |
4 | | served with the Illinois Senate majority and oversaw many |
5 | | budget negotiations and the drafting of multiple state |
6 | | budgets; and |
7 | | WHEREAS, Mike Bass returned to the University of Illinois |
8 | | to serve as an executive in the administrative offices in |
9 | | 2001; during his career within the University of Illinois |
10 | | System, he served as a leader in the Office of Business and |
11 | | Financial Services organization, holding such positions as |
12 | | assistant vice president for External Affairs, executive |
13 | | assistant vice president for Operations and External |
14 | | Relations, executive assistant vice president for the Office |
15 | | of Business and Financial Services, senior associate vice |
16 | | president for Capital Programs and Real Estate Services, and |
17 | | the senior associate vice president for Business and Finance |
18 | | and Deputy Comptroller; for a brief time, he also served as the |
19 | | interim executive director designate for Governmental |
20 | | Relations, utilizing his vast experience in state government; |
21 | | and |
22 | | WHEREAS, Mike Bass concluded his career within the |
23 | | University of Illinois System as the special advisor to the |
24 | | president and deputy comptroller; in this role, he also led |

1 | | procurement, diversity, and legislative initiatives; and |
2 | | WHEREAS, Over the course of his career, Mike Bass was |
3 | | noted for his exemplary leadership in business and financial |
4 | | services, governmental relations, and procurement diversity, |
5 | | driving innovative solutions and systems to enhance the |
6 | | services and value of the University of Illinois; and |
7 | | WHEREAS, Mike Bass is an avid fan and supporter of all |
8 | | Illini sports and a long-time contributor and season ticket |
9 | | holder for basketball and football; therefore, be it |
10 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Mike |
12 | | Bass on his retirement from the University of Illinois System, |
13 | | thank him for his service to the State of Illinois and the |
14 | | University of Illinois, and wish him the best in his future |
15 | | endeavors; and be it further |
16 | | RESOLVED, That a suitable copy of this resolution be |
17 | | presented to Mike Bass as an expression of our esteem and |
18 | | respect. |
