|
2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Thomas G. "Tom" McSwiggin of |
4 | | Springfield, who passed away on May 17, 2023; and
|
5 | | WHEREAS, Tom McSwiggin was born to Leroy and Mary (Kook) |
6 | | McSwiggin in Muscatine, Iowa on January 8, 1938; he graduated |
7 | | from Wilton High School in Wilton Junction, Iowa; he earned |
8 | | his Bachelor of Science in Civil Engineering and his Master of |
9 | | Science in Sanitary Engineering from the University of Iowa; |
10 | | he married Sharon Sonneville at St. Mary's Catholic Church in |
11 | | Moline on June 6, 1964; and
|
12 | | WHEREAS, Tom McSwiggin served the State of Illinois in the |
13 | | water pollution control field for 40 years until his |
14 | | retirement; during the last 25 years of his career, he served |
15 | | as manager of the Permit Section at the Illinois Environmental |
16 | | Protection Agency (IEPA), Division of Water Pollution Control, |
17 | | which was responsible for the issuance of the discharge |
18 | | permits under the delegated authority as stated by the Clean |
19 | | Water Act; and
|
20 | | WHEREAS, Tom McSwiggin was a member of the Illinois |
21 | | Society of Professional Engineers, the American Society of |
22 | | Civil Engineers, the American Water Works Association, the |

1 | | Water Environment Federation, and the National Society of |
2 | | Professional Engineers; he also served on the Federal Advisory |
3 | | Committee on Sanitary Sewer Overflows; and
|
4 | | WHEREAS, Tom McSwiggin previously served as president of |
5 | | the Holy Name Society at Christ the King Catholic Church for |
6 | | many years; he enjoyed traveling and watching NASCAR; and
|
7 | | WHEREAS, Tom McSwiggin was preceded in death by his |
8 | | parents and his son-in-law, Ricky Richardson; and
|
9 | | WHEREAS, Tom McSwiggin is survived by his wife, Sharon |
10 | | McSwiggin; his son, Timothy (Jamie Hall) McSwiggin; his |
11 | | daughters, Cynthia Richardson and Erin McSwiggin; his |
12 | | grandchildren, Amanda and Kimberly; his siblings, Mary Kay (J. |
13 | | Pat) Benda, Theresa (Dan) Carlquist, James (Debbie) McSwiggin, |
14 | | Joe (Eleanor) McSwiggin, and John (Gayle) McSwiggin; and |
15 | | several nieces, nephews, and cousins; therefore, be it

16 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
17 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
18 | | Thomas G. "Tom" McSwiggin and extend our sincere condolences |
19 | | to his family, friends, and all who knew and loved him; and be |
20 | | it further
