|
2 | | WHEREAS, Asthma is a chronic lung disease that impacts |
3 | | 25.2 million people in the United States, including 4.2 |
4 | | million children; and
|
5 | | WHEREAS, An estimated 188,519 children and 832,244 adults |
6 | | in the State of Illinois suffer from asthma; and
|
7 | | WHEREAS, Asthma is a leading cause of childhood |
8 | | hospitalizations in Illinois; and
|
9 | | WHEREAS, Asthma symptoms are severely worsened by |
10 | | environmental triggers, such as secondhand smoke, allergens, |
11 | | and outdoor air pollution caused by industrial sources and |
12 | | motor vehicle emissions; and
|
13 | | WHEREAS, In Illinois, data regarding asthma reveals |
14 | | significant disparities; the asthma mortality rate is 5.5 |
15 | | times higher for Black Illinoisans than white Illinoisans; |
16 | | substantially higher asthma rates are reported in Grundy, |
17 | | Edwards, Hamilton, Logan, and Wabash Counties than the state |
18 | | rate; substantially higher asthma-related hospitalizations are |
19 | | reported in several counties, including Cook, Hardin, |
20 | | Kankakee, Peoria, Pope, Sangamon, Will, and Vermilion; and

1 | | WHEREAS, Guidelines-based care for asthma sufferers |
2 | | improves health outcomes, including the quality and affordable |
3 | | healthcare coverage that provides access to and appropriate |
4 | | use of medications and treatments, the reimbursement for |
5 | | community health workers, asthma educators, and others in |
6 | | Illinois who can provide key environmental assessments and |
7 | | education, the expansion of in-home environmental education |
8 | | and interventions, the promotion of tobacco-free environments |
9 | | and coverage for smoking cessation products and counseling, |
10 | | the expanded access to undesignated Albuterol for schools |
11 | | through education of stakeholder groups, such as students, |
12 | | parents, school staff, pediatric clinicians, and pharmacists, |
13 | | and the annual state funding that provides adequate coverage |
14 | | to implement Single Maintenance and Reliever Therapy (SMART), |
15 | | the utilization of guidelines-based medications and other |
16 | | treatments for individuals that provide medical assistance |
17 | | program coverage for valved holding chambers and |
18 | | self-management education, and the universal alignment of |
19 | | Medicaid coverage across plans within the State; and

20 | | WHEREAS, The month of May has been designated as Asthma |
21 | | Awareness Month and the date of May 2, 2023 has been declared |
22 | | World Asthma Day; therefore, be it
|
23 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
24 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we declare May 2023 as |

1 | | Asthma Awareness Month in the State of Illinois; and be it |
2 | | further
|
3 | | RESOLVED, That we support the 2021-2026 Illinois Asthma |
4 | | State Plan, which strives to improve and expand asthma care, |
5 | | education, and self-management strategies in Illinois; and be |
6 | | it further
|
7 | | RESOLVED, That suitable copies of this resolution be |
8 | | delivered to the American Lung Association in Illinois and the |
9 | | Respiratory Health Association.
