SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of David Stover, who passed away on April 2, 2023; and

WHEREAS, David Stover was born in Centralia to Dan and Rosalee Stover on November 12, 1946; he lived in Centralia until he moved to Carbondale to attend Southern Illinois University (SIU); he graduated and returned later to earn his master's degree in rehabilitation administration and counseling; he married Janet Dhom on August 28, 1977; and

WHEREAS, David Stover's proudest professional achievements were serving as the first executive director of the Illinois Association of Rehabilitation Facilities, serving as CEO of the American Medical Rehabilitation Providers Association, and founding his own company, Futures in Rehabilitation Management; and

WHEREAS, David Stover and Janet endowed a scholarship at SIU to support the next generations of rehabilitation professionals who work with persons with disabilities; he served in leadership roles and helped raise funds for the Springfield Boys and Girls Club, led efforts to bring the National High School Rodeo Association to Springfield, the first time the rodeo was hosted east of the Mississippi River, and worked with a committed group of neighbors to create the Round Prairie Co-op and bring water to hundreds of rural homes; and

WHEREAS, David Stover was recognized many times in his life for professional and personal achievements; and

WHEREAS, David Stover designed the underground home where he and Janet lived for 32 years, and he reveled in the fact that it was featured on HGTV; his passions included spending time with friends, playing guitar, cooking, and enjoying life at Ft. Myers Beach, Florida; and

WHEREAS, David Stover was an entrepreneur, musician, and mentor, but his proudest accomplishments were being a father, papaw, husband, brother, and friend; and

WHEREAS, David Stover was preceded in death by his parents and his brother, Donny; and

WHEREAS, David Stover is survived by his wife, Janet; his daughters, Amy (Michael) Cheatham and Charlene (Mike) Walsh; his grandson, Noah; his brother, Danny (Linda) Stover; his sister-in-law, Jan Stover; his nephews, Brennan, Dannon, Zach, and Gabe; and his friend and first wife, Susan (Richard) Morris; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of David Stover and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of David Stover as an expression of our deepest sympathy.
