SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of David Stover, who passed away on April
42, 2023; and
 
5    WHEREAS, David Stover was born in Centralia to Dan and
6Rosalee Stover on November 12, 1946; he lived in Centralia
7until he moved to Carbondale to attend Southern Illinois
8University (SIU); he graduated and returned later to earn his
9master's degree in rehabilitation administration and
10counseling; he married Janet Dhom on August 28, 1977; and
 
11    WHEREAS, David Stover's proudest professional achievements
12were serving as the first executive director of the Illinois
13Association of Rehabilitation Facilities, serving as CEO of
14the American Medical Rehabilitation Providers Association, and
15founding his own company, Futures in Rehabilitation
16Management; and
 
17    WHEREAS, David Stover and Janet endowed a scholarship at
18SIU to support the next generations of rehabilitation
19professionals who work with persons with disabilities; he
20served in leadership roles and helped raise funds for the
21Springfield Boys and Girls Club, led efforts to bring the
22National High School Rodeo Association to Springfield, the

1first time the rodeo was hosted east of the Mississippi River,
2and worked with a committed group of neighbors to create the
3Round Prairie Co-op and bring water to hundreds of rural
4homes; and
 
5    WHEREAS, David Stover was recognized many times in his
6life for professional and personal achievements; and
 
7    WHEREAS, David Stover designed the underground home where
8he and Janet lived for 32 years, and he reveled in the fact
9that it was featured on HGTV; his passions included spending
10time with friends, playing guitar, cooking, and enjoying life
11at Ft. Myers Beach, Florida; and
 
12    WHEREAS, David Stover was an entrepreneur, musician, and
13mentor, but his proudest accomplishments were being a father,
14papaw, husband, brother, and friend; and
 
15    WHEREAS, David Stover was preceded in death by his parents
16and his brother, Donny; and
 
17    WHEREAS, David Stover is survived by his wife, Janet; his
18daughters, Amy (Michael) Cheatham and Charlene (Mike) Walsh;
19his grandson, Noah; his brother, Danny (Linda) Stover; his
20sister-in-law, Jan Stover; his nephews, Brennan, Dannon, Zach,
21and Gabe; and his friend and first wife, Susan (Richard)

1Morris; therefore, be it
 
2    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
4David Stover and extend our sincere condolences to his family,
5friends, and all who knew and loved him; and be it further
 
6    RESOLVED, That a suitable copy of this resolution be
7presented to the family of David Stover as an expression of our
8deepest sympathy.
