2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of retired Lincoln Police Corporal, | ||||||
4 | former Lincoln Chief of Police, and current Logan County | ||||||
5 | Sheriff's Office Court Security Officer Robert J. "Bob" | ||||||
6 | Rawlins of Lincoln, who died in the line of duty due to a | ||||||
7 | medical emergency while providing security at the Logan County | ||||||
8 | Courthouse on February 28, 2023; and
| ||||||
9 | WHEREAS, Officer Rawlins was born to James R. Rawlins and | ||||||
10 | Judy Wilmert in Lincoln on September 26, 1959; he graduated | ||||||
11 | from Lincoln Community High School in 1977; he married Gail | ||||||
12 | Eimer in Lincoln on April 27, 1979; and
| ||||||
13 | WHEREAS, Officer Rawlins honorably served the citizens of | ||||||
14 | Lincoln as a police officer of the Lincoln Police Department | ||||||
15 | for over 30 years, beginning his career in March 1982 and | ||||||
16 | retiring in March 2012; he held several assignments as a | ||||||
17 | policeman, including dressing as McGruff The Crime Dog at | ||||||
18 | Halloween events, becoming a D.A.R.E. officer, and serving as | ||||||
19 | the department's first K9 officer from 1990 to 1998 and as team | ||||||
20 | leader of the Emergency Response Team (ERT); he served as | ||||||
21 | Chief of Police from August 2004 to April 2007; and
| ||||||
22 | WHEREAS, During his career, Officer Rawlins was awarded |

1 | for his bravery and heroism on several occasions, earning a | ||||||
2 | number of department commendations and letters of gratitude | ||||||
3 | from citizens and congressmen alike; he is the only officer of | ||||||
4 | the Lincoln Police Department to be named Officer of the Year | ||||||
5 | on three occasions, occurring in 2001, 2009, and 2011; and
| ||||||
6 | WHEREAS, After retirement, Officer Rawlins continued to | ||||||
7 | serve his community, working as a court security officer for | ||||||
8 | the Logan County Sheriff's Office at the Logan County | ||||||
9 | Courthouse for nearly nine years; and
| ||||||
10 | WHEREAS, Officer Rawlins was a longtime member of Holy | ||||||
11 | Family Catholic Church; he had a passion for raising emus and | ||||||
12 | growing bonsai trees; he also enjoyed Harley Davidson | ||||||
13 | motorcycles; he loved his family above all else, especially | ||||||
14 | his grandchildren; and
| ||||||
15 | WHEREAS, Officer Rawlins lived a life of service to his | ||||||
16 | family, his community, and his country; he will be remembered | ||||||
17 | as a shining example of a true police officer; and
| ||||||
18 | WHEREAS, Officer Rawlins was preceded in death by his | ||||||
19 | father, James R. Rawlins; and
| ||||||
20 | WHEREAS, Officer Rawlins is survived by his wife, Gail | ||||||
21 | Rawlins; his children, Sean (Brandi) Rawlins and Kirstin |

1 | Rawlins; his grandchildren, Savannah Rawlins and Natalie | ||||||
2 | Smith; his mother, Judy (Jack) Woodard; his sister, Julie | ||||||
3 | (Dustin) Smith; his numerous extended family and friends; and | ||||||
4 | his Lincoln Police Department and Logan County Sheriff's | ||||||
5 | Office families; therefore, be it

6 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
7 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
8 | retired Lincoln Police Corporal, former Lincoln Chief of | ||||||
9 | Police, and current Logan County Sheriff's Office Court | ||||||
10 | Security Officer Robert J. "Bob" Rawlins and extend our | ||||||
11 | sincere condolences to his family, friends, and all who knew | ||||||
12 | and loved him; and be it further
| ||||||
13 | RESOLVED, That a suitable copy of this resolution be | ||||||
14 | presented to the family of Officer Rawlins as an expression of | ||||||
15 | our deepest sympathy.
