2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Keisuke "Kei" Nozaki of Macomb, who | ||||||
4 | passed away on January 25, 2023; and
| ||||||
5 | WHEREAS, Keisuke Nozaki was born to Machiko Nozaki in | ||||||
6 | Tokyo, Japan in June 1977; he received his Bachelor of Science | ||||||
7 | in Geological and Earth Sciences/Geosciences from the | ||||||
8 | University of South Dakota in 2001; he earned his Master of | ||||||
9 | Arts in Geography from Western Illinois University in 2007; he | ||||||
10 | married Abigail Ackmann on June 6, 2009; and
| ||||||
11 | WHEREAS, Keisuke Nozaki served as a Geographic Information | ||||||
12 | System (GIS) and Global Positioning System (GPS) specialist | ||||||
13 | for the Winnebago Tribe of Nebraska under the U.S. | ||||||
14 | Environmental Protection Agency from May 2001 to September | ||||||
15 | 2002, where he generated maps for water quality, pesticide, | ||||||
16 | and air quality projects and was celebrated as not only a
| ||||||
17 | proficient professional but also a sincere humanitarian in his | ||||||
18 | approach to his service; he then served as a GIS specialist for | ||||||
19 | ESRI Japan Corporation from October 2002 to December 2004, | ||||||
20 | where he expanded GIS markets by analyzing applications in | ||||||
21 | many industries and teaching the ArcGIS software to | ||||||
22 | prospective customers; and

1 | WHEREAS, Keisuke Nozaki returned to Western Illinois | ||||||
2 | University (WIU) in September 2007, serving as a GIS | ||||||
3 | specialist for WIU's GIS Center and developing a spatial | ||||||
4 | database for the City of Macomb, McDonough County, and WIU; he | ||||||
5 | became manager in November 2020, managing a variety of | ||||||
6 | geospatial projects for the McDonough County GIS Consortium | ||||||
7 | and other clients in western Illinois; during his tenure, he | ||||||
8 | served as a skilled GIS expert for students of the WIU | ||||||
9 | Geographic Information Science Department and community | ||||||
10 | volunteers, including localities around west central Illinois; | ||||||
11 | he was an irreplaceable manager for the GIS Center and was | ||||||
12 | noted by colleagues for his dedication and pride in his work; | ||||||
13 | and
| ||||||
14 | WHEREAS, Keisuke Nozaki was known for his kindness, his | ||||||
15 | mission-driven focus, and his loyalty to his coworkers, | ||||||
16 | clients, and those seeking knowledge; and
| ||||||
17 | WHEREAS, Keisuke Nozaki was preceded in death by his | ||||||
18 | maternal grandparents; and
| ||||||
19 | WHEREAS, Keisuke Nozaki his wife of 13 years, Abigail | ||||||
20 | Nozaki; his sons, Sola Nozaki and Saku Nozaki; his mother, | ||||||
21 | Machiko Nozaki; his brother, Yuma Nozaki; and his extended | ||||||
22 | family; therefore, be it

1 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
2 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
3 | Keisuke "Kei" Nozaki and extend our sincere condolences to his | ||||||
4 | family, friends, and all who knew and loved him; and be it | ||||||
5 | further
| ||||||
6 | RESOLVED, That a suitable copy of this resolution be | ||||||
7 | presented to the family of Keisuke Nozaki as an expression of | ||||||
8 | our deepest sympathy.
