1 | | AMENDMENT TO SENATE BILL 3768

2 | | AMENDMENT NO. ______. Amend Senate Bill 3768 as follows: |
3 | | by replacing line 12 on page 1 through line 4 on page 2 with |
4 | | the following: |
5 | | " (a) For the purpose of this Section, persons with |
6 | | deaf-blindness are (i) individuals with concomitant hearing |
7 | | and visual impairments, the combination of which causes such |
8 | | severe communication and other developmental and educational |
9 | | needs that they cannot be accommodated in special education |
10 | | programs solely for children with deafness or children with |
11 | | blindness, (ii) individuals with solely a hearing impairment, |
12 | | or (iii) individuals with solely a visual impairment. persons |
13 | | who have both auditory and visual impairments, the combination |
14 | | of which causes such severe communication and other |
15 | | developmental, educational, vocational and rehabilitation |
16 | | problems that such persons cannot be properly accommodated in |
17 | | special education or vocational rehabilitation programs solely |

1 | | for persons with both hearing and visual disabilities. |
2 | | (b) To be eligible for deaf-blind services under this |
3 | | Section , a person must have (i) a visual impairment , a hearing |
4 | | and an auditory impairment, or both or (ii) a condition in |
5 | | which there is a progressive loss of hearing , or vision , or |
6 | | both that results in concomitant vision and hearing |
7 | | impairments and that adversely affects educational performance |
8 | | as determined by the multidisciplinary conference. For |
9 | | purposes of this paragraph and Section:"; and |
10 | | on page 2, line 15, by replacing "An auditory" with " A hearing |
11 | | An auditory "; and |
12 | | on page 3, lines 7 through 9, by deleting " The Philip J. Rock |
13 | | Center and School shall be located in the Chicago metropolitan |
14 | | area near public transportation. "; and |
15 | | on page 4, by replacing lines 6 through 8 with the following: |
16 | | "(6) maintaining Maintaining a |
17 | | residential-educational training facility with or without |
18 | | a day program in the Chicago metropolitan area located |
19 | | near in an area accessible to public transportation;"; and |
20 | | on page 4, by replacing lines 23 through 25 with the following: |
21 | | "(11) serving Serving as the information referral |
22 | | clearinghouse for all persons who are deaf-blind , age 21 |
