1 | | AN ACT concerning State government. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The State Budget Law of the Civil |
5 | | Administrative Code of Illinois is amended by changing Section |
6 | | 50-28 as follows: |
7 | | (15 ILCS 20/50-28) |
8 | | Sec. 50-28. Youth Budget Commission. |
9 | | (a) As used in this Section: |
10 | | "Adolescent" or "youth" means a person between the ages of |
11 | | 8 and 25 years. |
12 | | "Commission" means the Youth Budget Commission established |
13 | | under this Section. |
14 | | "Service models" include the following tiers of service |
15 | | delivered to adolescents and their families: |
16 | | (1) Prevention: support for at-risk youth (deterrence, |
17 | | prevention of harm, extra supports). |
18 | | (2) Treatment/intervention: respond to significant |
19 | | challenges in need of direct intervention to change, |
20 | | resolve or reverse behaviors, conditions, or both. |
21 | | (3) Corrective/rehabilitation: correct or |
22 | | rehabilitate acute behaviors or conditions that pose a |
23 | | physical or psychological danger or threat to adolescents. |

1 | | (4) Positive Youth Development: build individual |
2 | | assets and increase competencies. |
3 | | "Youth developmental goals" are defined as the outcomes of |
4 | | stable, safe, healthy, educated, employable, and connected, |
5 | | which align with the following Budgeting for Results goals: |
6 | | (1) Stable: meeting the needs of the most vulnerable; |
7 | | increasing individual and family stability and |
8 | | self-sufficiency. |
9 | | (2) Safe: creating safer communities. |
10 | | (3) Healthy: improving the overall health of |
11 | | Illinoisans. |
12 | | (4) Educated: improving school readiness and student |
13 | | success for all. |
14 | | (5) Employable: increasing employment and attracting, |
15 | | retaining and growing businesses. |
16 | | (6) Connected: strengthening cultural and |
17 | | environmental vitality. |
18 | | (b) Subject to appropriation, the Governor shall establish |
19 | | the Youth Budget Commission as an advisory body with the goal |
20 | | of producing an annual fiscal scan. The fiscal scan, under the |
21 | | direction of the Commission, shall be used to advise the |
22 | | Governor and General Assembly, as well as State agencies, on |
23 | | ways to improve and expand existing policies, services, |
24 | | programs, and opportunities for adolescents. The Governor's |
25 | | Office of Management and Budget shall post a link to the fiscal |
26 | | scan on its website. For fiscal year 2019 and each fiscal year |

1 | | thereafter, the Commission established under this Section, |
2 | | shall complete an analysis of enacted State budget items which |
3 | | directly impact adolescents. This analysis will categorize |
4 | | budget items by the 6 identified youth developmental goals and |
5 | | 4 service models. The analysis will include State agency |
6 | | expenditures associated with these categories. General State |
7 | | Aid and federal funds such as Medicaid will be excluded from |
8 | | the analysis. |
9 | | The Commission shall also be responsible for: (1) |
10 | | monitoring and commenting on existing and proposed legislation |
11 | | and programs designed to address the needs of adolescents; (2) |
12 | | assisting State agencies in developing programs, services, |
13 | | public policies, and research strategies that will expand and |
14 | | enhance the well-being of adolescents; (3) facilitating the |
15 | | participation of and representation of adolescents in the |
16 | | development, implementation, and planning of policies, |
17 | | programs, and community-based services; and (4) promoting |
18 | | research efforts to document the impact of policies and |
19 | | programs on adolescents. |
20 | | (c) The Commission shall collaborate with State agencies, |
21 | | including the Illinois State Board of Education, the |
22 | | Department of Human Services, the Department of Children and |
23 | | Family Services, the Department of Commerce and Economic |
24 | | Opportunity, the Illinois Student Assistance Commission, the |
25 | | Department of Healthcare and Family Services, the Department |
26 | | of Public Health, the Illinois Community College Board, the |

1 | | Department of Juvenile Justice, the Illinois Criminal Justice |
2 | | Information Authority, the Department of Military Affairs, the |
3 | | Illinois Arts Council, the Department of Corrections, the |
4 | | Board of Higher Education, Illinois Guardianship and Advocacy |
5 | | Commission, Department on Aging, and others. |
6 | | (d) The Commission shall be comprised of 15 members |
7 | | appointed by the Governor. Each member shall have a working |
8 | | knowledge of youth development, human services, and economic |
9 | | public policy in Illinois. One chairperson shall be a |
10 | | representative of a statewide nonprofit children and family |
11 | | services organization who has previously completed a similar |
12 | | analysis of the Illinois State budget. The other chairperson |
13 | | shall be a member of the General Assembly. Of the remaining |
14 | | members: |
15 | | (1) at least one member representing an organization |
16 | | that has expertise in the needs of low-income youth; |
17 | | (2) at least one member representing an organization |
18 | | that has expertise in the needs of youth of color; |
19 | | (3) at least one member representing an organization |
20 | | that has expertise in the needs of youth who are |
21 | | immigrants or are children of immigrants; |
22 | | (4) at least one member representing an organization |
23 | | that has expertise in the needs of youth who identify as |
24 | | LGBTQ, gender non-conforming, or both; |
25 | | (5) at least one member representing an organization |
26 | | that has expertise in the needs of youth who are |

1 | | disconnected from traditional educational systems; |
2 | | (6) at least one member representing an organization |
3 | | that has expertise in the needs of youth who are |
4 | | experiencing homelessness; and |
5 | | (7) at least one member representing an organization |
6 | | that has expertise in the needs of youth and young adults |
7 | | involved with the justice system. |
8 | | Commission members shall reflect regional representation |
9 | | to ensure that the needs of adolescents throughout the State |
10 | | of Illinois are met. Members will serve without compensation, |
11 | | but shall be reimbursed for Commission-related expenses. Of |
12 | | the initial members appointed under this Section: 5 members |
13 | | shall serve for a 3-year term; 5 members shall serve for a |
14 | | 4-year term; and 5 members shall serve for a 5-year term. Their |
15 | | successors shall serve for 5-year terms. |
16 | | (e) The Governor's Office of Management and Budget shall |
17 | | provide administrative support to the Commission. |
